You heard all the controversy over the DeStefano administration’s decision to consider (not adopt, consider; then not necessarily consider, then consider after all) issuing i.d. cards to illegal immigrants. That idea, and many other good ones, came from community groups and were backed up by solid legal research. Now you can read the report that City Hall read before announcing its plan to help immigrants.
