They looked like teens, not adults, in the view of the state liquor control people who sent them into 64 New Haven package stores this past weekend. And they were teens. The decoys were there to test whether city liquor stores sell to minors. They found that 17 outlets did serve them, and the state, working with local cops, busted the owners. Police Chief Francisco Ortiz took the positive view, noting that 47 outlets passed the test. “I am pleased that so many of our city’s business owners are obeying the laws about selling alcohol to kids,” the chief said.
