If New Haven State Sen. Toni Harp and her fellow Democrats have their way, the state will need 1,300 fewer prison beds next year — because it will start a $19 million alternatives- to- incarceration program that both gives people a better shot in life and saves money. That program is part of a $16.6 billion alternative state budget plan Harp, co-chair of the legislature’s Appropriations Committee, helped to announce Thursday.
