ID-NET UNIT BEGINS WORK IN FAIR HAVEN
Press invited to learn more at event this afternoon

NEW HAVEN — ID-NET, Information Directed-Neighborhood Enforcement Team, began work this week in the Fair Haven neighborhood of the City. ID-NET will address illegal guns, gangs and drug crimes through coordinated and aggressive problem-solving among federal, state and local law enforcement. ID-NET’s strategy is based on a rigorous mapping and analysis of local crime data. The ID-NET team will assess the impact of their strategies, and make real-time improvements, based on continuous review of up-to-date police and prosecution data.

Lieutenant Peter Reichard, the officer-in-charge of ID-NET, is assisted by Sergeants Jeff Hoffman and Ken Blanchard. He oversees 27 uniformed officers who work shifts from 3 to 11 p.m. or 4 p.m. to midnight daily.

The ID-NET concept was modeled after successful neighborhood enforcement initiatives in other parts of the United States. NHPD staff, including Assistant Chief Bryan Norwood; Captain of Patrol Stephen Verrelli; Lieutenant Stephanie Redding of the Family Services Division; and Sergeant Romano Ratti, District Manager of Newhallville, traveled to Chicago in November to learn more about that city’s V.I.S.E. program, which has been in operation for three years. Research was also done into similar programs in New York City and Santa Cruz, California.

In the first two days of operation, officers from the unit issued 27 infractions, 21 motor vehicle misdemeanors and eight written warnings. They also made the following arrests:
• At Ferry and Chatham streets — Peter Arroyo, 24, of 7 Wolcott Street — absconder from parole (taken into custody by Parole).
• At Lou’s Lodge, 299 Blatchley Avenue — Turran Henderson, 24, of 54 Monroe Street — arrested for interfering with police, possession of narcotics, possession of narcotics with intent to sell, possession of narcotics within 1500 feet of a school and possession of narcotics with intent to sell within 1500 feet of a school. Police seized nine pieces of crack cocaine.
• At Lou’s Lodge, 299 Blatchley Avenue — Victor Wilczynski, 40. of 279 James Street — arrested for possession of a controlled substance, possession of a controlled substance with intent to sell, possession of a controlled substance within 1500 feet of a school and possession of a controlled substance with intent to sell within 1500 feet of a school. Police seized four bags of marijuana.
• At 456 Lombard Street — Delancer Acosta, 25, of 66 Atwater Street — arrested for possession of a controlled substance, possession of drug paraphernalia, misuse of plates and operating a motor vehicle under suspension.
• At 396 Front Street — Thomas C. Buie, 40, of 378 North Front Street — arrested on a warrant for violation of probation.
• At the Tee-Off Café, 124 East Pearl Street — Danielle James-Mundy, 33, of 27 Shelton Avenue — arrested for violation of probation and fugitive from justice, wanted on 29 active felony warrants out of Colonial Heights, Virginia, on charges including credit card fraud and forgery.
• At the Tee-Off Café, 124 East Pearl Street — John M. Duarte, 39, of 41 Miller Street — arrested on an outstanding warrant for possession of narcotics.
• Emanuel Diaz, 20, of 210 Lombard Street — arrested for possession of a controlled substance and motor vehicle infractions. Police seized one bag of marijuana.
• At Grand and Blatchley avenues — Susan Esposito, 45, of 145 Village Street, Northford — arrested for possession of narcotics and motor vehicle infractions. Police seized crack cocaine.
• At Grand and Blatchley avenues — Mary Gibson, 18, of 141 Eastern Circle — arrested for possession of drug paraphernalia.
• At the Tee-Off Café, 124 East Pearl Street — Agnes Stoyak, 48, of 63 Blohm Street, West Haven — arrested for possession of narcotics and possession of narcotics within 1500 feet of a school. Police seized one packet of cocaine.
• At the Tee-Off Café, 124 East Pearl Street — Thomas Fargeorge, 47, of 41 Clinton Avenue — arrested for possession of narcotics and possession of narcotics within 1500 feet of a school. Police seized one bag of cocaine.

Members of the press are invited to attend today’s ID-NET line-up at 3 p.m. on the third floor at One Union Avenue. Chief Francisco Ortiz, Jr., Assistant Chief Norwood and Lieutenant Reichard will be available to answer questions about the program.
