City Has Two New Second-Top Cops

The long, politicized process of choosing an assistant police chief (which constituency do you tick off?) to replace Bryan Norwood has come to a close — with two winners. Lts. Herman Badger (top), a 22-year veteran of the force who heads the detective division; and Stephanie Redding, a 20-year veteran whose crisis-negotiation skills earned her an Independent “Cop Of The Week” feature, will be sworn in as Top Cops Number Two at a 4:45 p.m. City Hall ceremony Tuesday.
