Rell said the state will release another $5 million toward the $140 million new Gateway Community College in downtown New Haven when the State Bond Commission meets Friday. She also expects approval of “largest purchase of rail cars in the state’s history,” $459 million for up to 300 new cars on the New Haven and Shore Line East lines…
