New Haven’s John DeStefano drove up to I-84 to ask of the woman he wants to replace as governor: What did she know, and when did she know it? The Democratic candidate’s trailing campaign needs to turn the matter into a mini-“Big Dig” to grab the attention of uninterested voters.
