City Officials Pledge To Run Clean Government

As he heralded a new era of clean government with a new employee ethics pledge, Mayor John DeStefano stopped short of calling for embattled Alderman Drew King’s resignation.
Speeding past city legislators’ lead-footed effort to update ethics rules, DeStefano required all department heads to sign a new ethics pledge Thursday.
“I will take responsibility for my actions both private and public,” read the pledge, signed by department heads and mayoral staff before rolling TV cameras in the mayor’s office. “I will not use city resources for personal or political gain.”
Most notably, the pledge contains a one-year delay on the revolving door through which former city officials return to the city as lobbyists. Outgoing department heads must wait one year before lobbying for compensation before bodies with which they previously worked.
In contrast to Alderman Jorge Perez’s proposal, the city pledge only prohibits lobbying on behalf of private interests — lobbying for government interests, such as the city Housing Authority, is allowed during that one year.

As pens signed off on the pledge for clean government, one big question remained: Would the mayor call for the resignation of embattled Alderman Drew King, who was arrested three times for allegedly choking a woman then refusing police orders to leave her alone? The city legislator, who helped pass laws requiring inspections of all non-owner-occupied homes, has also been under investigation for an apparently illegal rooming house he claims is a sober house.
The mayor declined to call for King’s resignation, but hinted he’d like King to do take action.
King “has gotta look hard” at his responsibilities to his constituents as a member of the Board of Aldermen, said DeStefano. “He’s got responsibilities to his family; he ought to serve those. And, while his case hasn’t been adjudicated, he’s gotta look hard at it. He needs to make a call soon about that.”
Will DeStefano make the call for resignation if King doesn’t? DeStefano wouldn’t comment.
Asked to respond, King said “I haven’t heard nothing about that.” He said he plans to attend aldermanic meetings in the near future and continue with his aldermanic duties.
Should the city have guidelines to determine when an alderman or public official should resign? DeStefano said each criminal offense should be considered on the severity of the charge and how the person responds: State Rep. Pat Dillon’s openness and willingness to go to rehab after a drunken driving charge was to be commended, for example. “There’s not a hard and fast rule that we should draw.”
In the effort to enforce law-abidingness, DeStefano said he would soon start a search for a permanent tax assessor. The current acting assessor, David Ambrose (pictured), has been filling the position since September 2006, when the former assessor resigned. Ambrose lives in Wallingford. As acting assessor, he’s been able to get around a city law that requires all department heads to live in New Haven proper.

You knew this was only going to happen after they did all the rearraging in city hall and the puplic departments. If we had these rules before the 6 women were let go would that have been ethical!!

This ethics BS is nice now that DeStefano's main bag man, Frank Altieri, isn't around anymore. Mayor Johnny purposely kept him around for how many years while blatantly ignoring the ethics of keepoing him on in an "actiing" capacity, with a contract purposely structured to be under the $100k that would require Aldermanic review. Ethics? Yeah, right! People with ethics don't have to work so hard to show others they have them!
NOte the loop hole regarding lobbying for public interests? That means people can leave and come back as consultants a la Sal Brancati -- that would be "ethical" according to Johnny D's standards.

Why is this something that New Haven politicians believe is so newsworthy? People in these positions are already bound by Ethics values, by virtue of their positions they hold. Its called public office for a reason, and Ethics codes are in place for public officials. This is blatent exploitive politics at its worst, when the city uses Brass in public images pledging to be honest! Why would anyone think that this action makes them look good? They are acknowledging that they wont act like they, or others, previously acted! Crime is crime, White collar or not. Ethics violations imply a trust issue, and public officials are already bound to be honest. Stop the nonsense about trying to tell the public "we are now honest!"I guess the cities agenda is more about public images, such as exploiting well intentioned High school students as escorts into Council chambers,which is as fraudulent as the Brass signing Ethics pledges.

Ethics within the DeStefano administration is an oxymoron. Remember 187 Dixwell Avenue- the secret
real estate sale of the dilapidated Wendell Harp
property that appraised at $50K and sold for nearly $500,000?
Oh that's right John DeStefano the "hands on" mayor new nothing about that because Corp. Counsel Thayer Baldwin kept it in his desk for one year. wink wink.

Alderman Jorge Perez, one year ago tried to get this going. And now that the s&@* is hitting the fan and all the stuff is starting to catch up and the city is total financial wreck and the quality of life for many residing here seems to be getting worse, we grand stand with a pledge?? Come on... we just are not falling for it. I was sitting surprised at how few commented on this. And I realized why bother this is such a joke. what are we suppose to say....
Ex:
-Go John, you’re the man what an original idea.
-This will make us all feel so much better about things.
-Ethics wow in politic's we must be the first!
-You guys look like such good guys to us now! I believe in you. Yes I do.
Sorry I am glad Jorge got what he asked for (year later) but let me ask you does this pledge mean everything before it was ok to do. Does this vindicate all wrong doings up to now?
OK OK it is the purpose of...I guess. To say stop the crap the city can not take it any more. Let's fix it before we lose it all.
And I get that things are changing and I am happy to see the things I am seeing.....but do I believe, NOT YET. You will need more than a pledge. I will dream that this is the begining to better things but the bad things should never of happened in the first place.

If public servants are not behaving in an ethical and lawful manner to begin with, what in the word makes one think that written language to the contrary will have any impact? "Oh, I was planning on embezzling funds (Babz) but since I signed that piece of paper that says 'I will take responsibility for my actions both private and public,' I guess I won't." And Drew King? He would have stayed home and played with his cats if he had singed such a binding and meaningful document. Hey, maybe we can stop street crime by having all citizens sign a document that says, "I will not assault, rob, or shoot anybody." Great job, John. Time and effort well spent. Now, smile for the camera!
The fact that this corrupt, self-serving board of aldermen even wasted their time debating whether or not an ethics resolution is necessary is absurd. What was the argument AGAINST it? "But... but... I want to be able to go on lining my pockets with illicit funds!" Just ratify the thing and go back to stealing from the few people in this town that actually pay taxes.
Congratulations, New Haven. I didn't think it could be done, but you've sunk even lower in my estimation. Thanks for wasting my time and tax dollars.
