The nation’s immigrant battles arrived at the front door of New Haven City Hall, as the mayor lambasted new anti-immigrant flyers distributed in town — and the flyer’s author heckled him and immigrant-rights activists like John Jairo Lugo. (Click on the play arrow for a sample.)
The spark for Thursday afternoon’s confrontation: New Haven is about to launch a municipal i.d. program. The new i.d. will double as a parking and downtown-shopping debit card and proof of residency for use parks and libraries. The cards will go to kids, seniors, anyone who needs it — including undocumented workers who could use it to open bank accounts, and thus become less likely victims of robbery and murder. Crowds of New Haveners of all walks of life recently came out in support of the plan, which is likely to receive final legislative approval Monday night.
The backdrop for the confrontation: This is the latest way New Haven is emerging as a leader in embracing immigrants as valued new members of the community. (Another example: a policy instructing cops not to inquire about immigrants’ legal status.) That has raised the ire of out-of-town anti-immigrant groups who portray newcomers as threats to American security and jobs.
Two of those groups are the Danbury-based Citizens for Immigration Control and a local affiliate, North Branford-based Southern Connecticut Citizens for Immigration Reform. A North Branford man behind the latter group, Ted Pechinski, wrote and distributed the flyers that led to Thursday’s press conference in front of the Singbe Pieh statue outside City Hall. Pechinski showed up to heckle Mayor John DeStefano as he spoke and to mix it up with local pro-immigration activists.

Pechinski’s group emailed the flyer to local politicians and media.
City Hall reacted by printing them out, assembling outraged community leaders, and displaying the flyers by a podium outside City Hall as Mayor John DeStefano (pictured) denounced “race-baiting.”
“Look what it says,” declared DeStefano, who has made embracing immigrants a hallmark of the second (post-gubernatorial run) half of his eighth term in office. “Look at how it tears down other people.” DeStefano described the latest anti-immigration activism as part of a bigoted strain in American history that in the past has targeted Italian and Jewish immigrants, among others.
“There is no room for people who hate, who are prejudiced or who cannot appreciate that we are one unified community, regardless of our differences,” he stated. “I stand behind the municipal identification program and urge the Board of Aldermen to grant life to this program on Monday.”
Pechinski (pictured) was having none of it. He crashed DeStefano’s press conference and heckled him, loudly, throughout. DeStefano ignored him and kept talking.
“Twenty million! Thirty million illegals!” Pechinski called out.
Afterward, Pechinski was asked if the arrival of undocumented workers in Connecticut threatens his life in any way.
“I’m 75 years old,” the retired Yale electrician responded. “It’s not going to change anything for me. But the children who are legal citizens in this country are entitled to an education. Our schools are overloaded. Our hospitals are overloaded. This is our country.”
Pechinski said he lives in North Branford. (When arguing with the activists in the video clip at the top of this story, he claimed he was from Hartford, then offered a wink to a reporter.) He said his grandparents came to this country from Poland, legally. That makes the difference, he argued.
“These i.d. cards are going to give them [new immigrants] a start, a beginning. It will spread to North Haven, East Haven, Branford. We’ve got to stop it before it becomes unbearable,” Pechinski said. “They’re an army of 20, 30 million people.”
He also chastised a priest present, Father Jim Manship of St. Rose’s Church in Fair Haven. The church has many Latino immigrant members; it has sought to help the immigrants open bank accounts and work with police in an effort to cut down on crimes related to their carrying cash around. Pechinski said he was born Catholic but no longer wants to be part of a church that embraces immigrants.
Would Pechinski vote for Lou Dobbs if the CNN immigrant-basher ran for president?
“You bet!” he replied. “You bet.”

Pechinski is repugnant. An ugly American.
But the country does need to do something about illegal immigration. My beef is that the status quo is creating a semi-permanent under-class of undocumented workers, who labor without the ordinary protections, and undercut American labor in the same instance.
Basically, I have no problem at all with immigrant labor. But it should be a level playing field, and the contractor who wants to do things by the book should be able to compete with the employer who doesn't.
So I guess I am almost for the current immigration bill as proposed by Bush. (aargh.) But also with guest worker visas, and amnesty, should come tougher enforcement against employers. If we believe in OSHA, unemployment, worker's comp, etc, it should apply to everyone. There shouldn't be this wild-card of off-the-books employers.
Just my two cents. And I am all for my Latino brothers. It's just that minimum standards, (like child labor laws), should apply to all. The current system is exploitative and unnecessary.

These articles are so dumb, they constantly miss the point. No one is against immigrants . . legal ones. ILLEGAL IMMIGRANTS should be deported. None is afraid of losing a job to a legal immigrant. Its the ILLEGAL ones that undercut legal American jobseekers. The argument is old and stupid. Anyone who wants to give a free pass to an ILLEGAL undercuts those who have legally come here and put their time in to be a LEGAL citizen.

What hate.....I am in agreement with "TrueBlueCT" even with the (aargh) with the Bush proposal. Were these people even from New Haven?? This is a Temp protection for OUR citzens till the Federal Gov. figures out what they are going to do. It is that simple. They need to get over it.

I am almost in total agreement with you. Certainly the anti-immigrant crowd in Connecticut is repugnant. Do any of us really question that not so long ago these same people and their predecessors fought hard against expanding rights to African-Americans. And now to try to pit ethnic groups against each other as if these bigots are to be trusted to represent the best interests of people of color or have any history of doing so -- disgusting. Congratulations to the leadership of New Haven for openly calling hate by its name.
You are also right that providing the immigrants who live among us legal status with a path to citizenship will mean that employers' ability to undermine fair labor standards by threatening immigrants with deportation if they complain about abuses will likely become a thing of the past. This will be good for all workers. I expect that given immigrants frequency of involvement in low wage jobs, organized labor will move aggressively to organize this workforce which suddenly will have the opportunity for collective bargaining rights. And BRAVO for this.
The only concern I have is with the "guestworker" program in the current federal bill. Fortunately this has been cut by amendment from 400,000 to 200,000 workers but this would still quite possibly create a legally recognized underclass which would be here simply to work for "us" without any opportunity to share in the American dream. We can expect this group to be exploited and used to undermine labor rights for workers. You would expect, and can find, such a legally created underclass in several small wealthy oil countries. There is no place for it in a democracy.

This program is for City Residents. Anyone can get one provided that you have a birth certificate or official documentation from your natural country to prove who you are.
My concern is the flyer that was emailed to me. We have seen these type of flyers before. They are designed to terrorize people into being biased against certain groups. There is no room for this in New Haven.

Im a resident, born and raised and this little stunt by DeStefano and these "private groups" that he claims to have paid for these cards should be tried for treason. Every police officer who refuses to inquire about a persons citizenship should be fired for not doing their job (not that the NHPD has ever done its job). Ive lost more than one job in my life to an illegal alien. One was from South America the others were from Eastern Europe. Why pay the neighbor kid $10 to mow your lawn when you can some illegal to do it for $5? The working class and tradesmen are dwindling in numbers because of the uncertified, uninsured, non-bonded workers here illegaly. Its contributing to the collapse of the middle class. They cut ahead of everyone trying to come here legally and the government rewards them for it. Crooked employers profit from it. Women and children are made sex slaves because of it.
The borders should be locked down. Everyone entering or leaving the country should be accounted for.

I'm trying to imagine some guy standing at the border fence in Juarez telling his family, "well kids, I know you like living here and earning $3 a day, but if we all go to New Haven we could all get library cards!"
It sounds to me like the the card focuses less on the benefits of citizenship (like voting and social security) and more on the values (libraries, parks, work and commerce in the public sphere). I can't wait to get one.

In the clip that accompanies the immigration confrontation story, the woman yells at the America-Firster from North Branford that he doesn't belong in New Haven, giving his opinion on the city's illegal-immigrant proposal. That gets my irony meter flashing. She shouldn't tell someone he doesn't belong here while arguing that another person or group does belong here.
By the way, Len'sLens is all for giving illegals the materials they need to make a living, open bank accounts and be safe, as long as the identification cards aren't married up to automatic-refilling debit cards that could jeopardize the financial health of other citizens.

Alderman Shah is not only a law maker in New Haven, he is equally responsible to uphold city, state and federal law, as it applies to ID cards. Shah believes all one needs to qualify for a ID card is a birth certificate or proof of who you are.
That is only one of many qualifications necessary under the Federal law.
One would also need to provide:
1.Evidence of lawful status.
2.Is a alien lawfully admitted in the U.S.
3.proof of Social security number.
4.Proof of address.
5.The persons gender.
6.The persons full legal name and birth place.
7.The card is only valid for no more than on year.
8.The city must share the data with the Dept of Homeland Security, and the local DMV.
Alderman Shah you have more work to do to ensure New Haven and the applicant(s) is compliant.
Please uphold the law.

Pechinski and the xenophobes who make up the Danbury base of the CT Citizens for Immigration Control (actually, they're not a part of the CTCIC any more. Their new name is United States Citizens for Immigration Enforcement) are nothing more than a bunch of racist bigots.
I maintain a blog/video blog based in Danbury that has documented their nonsense and I can tell you that these people are not against illegal-immigrants but ALL immigrants. I attended one of their anti-immigration forums where a member suggested that every immigrant should be rounded up and place into concentration camps (and the audience clapped in support of his suggestion).

No disrespect but Alderman Shah is well within his rights and obligations. You appear to have cut and pasted from several sources to generate your list. Almost no id (and certainly not a CT driver's license) would meet your standards. Completely legal forms of identification are regularly given out by government agencies without meeting many of your points. For instance, tons of folks get state college ids without a social security number, without their info ever being sent to the DMV or DHS, or any information about birthplace being required for issuance of the id.
One of the places which you may have cut and pasted from is the Real ID Act. This is pretty specifically targeting state driver's licenses. It is a pretty stupid law for lots of reasons but it does not by any logical reasoning cover something like a municipal id. It's a stupid law because it encourages lawlessness and makes the roads less safe, by ensuring that lots of drivers lack a state driver's license. (Do you really believe people who need to drive to survive are going to not do so because they can't get a license?) But that's another matter entirely. For these purposes it is simply enough to note that the law would not apply here just as it does not for lots of other government purposes.
Kudos to Alderman Shah for standing for justice in the face of such attacks. Fortunately he need not concern himself that he is acting in civil disobedience as he shares New Haven's courageous stand.

Where did you get your law degree and license, Sears & Roebuck? Here Again, you failed to read and understand the plain language written into the law, instead you want only to extract your interpetation of the drivers license provisions in the law and ignore the provisions dealing with ID's. Whether the law is fair and just is not the question, it's the law stupid.

Hmmm. I'm not sure how to respond. You have not actually cited a law. I explained why your list was not based in any law. I then explained why the Real ID Act did not apply to a municipal ID. I did not bother to ask where you got your law degree because it is pretty clear that you do not have one. I don't mean that to be offensive, I just mean that you like to throw around the word "law" as if it should intimidate people. Only the worst kind of lawyer would knowingly try to intimidate people by saying something is illegal when it is not.
(Here's one simple example from your "legal analysis" to demonstrate my point about your making up the "law" to try to intimidate people -- you said the law requires that ids be "valid for no more than one year". But who has ever heard of a state driver's license being issued for one year?)
As you begin your critical legal analysis, you may want to start with the reality that providing government services to undocumented immigrants is not a crime. Here's a simple way to look at it, which may make the law easier for you to understand. If the DMV gives a driver's license to someone who robs a bank, that does not make the DMV complicit in bank robbery. Now that is extreme to make a point, since another fact you may want to take into consideration is that the "crime" of entering the country without documentation is not a felony and thus the action taken against undocumented immigrants by the federal government is almost always civil and not criminal.
You may not like undocumented immigrants and you may not like New Haven's policies but maybe you should just say that and not cloak your dislikes in some mysterious "law" that you cannot even name. You may have policy reasons for why you think New Haven should not provide these ids to its residents, but when you make up fake legal reasons, it leads one to wonder if you have a more sinister intent which you would rather not put into print.
Alderman Shah appears to have stuck up for himself just fine. I was simply giving him kudos for standing up for those who lack power in our society. He also clearly (though in nicer language) described those who wrote the flyers as what they are -- and what CT Blogger has consistently demonstrated they are through his reporting -- bigots.
Oh, and it would certainly have been cheaper to have gotten a law degree at Sears & Roebuck.

Some readers are unable to distinguish between legal and illegal immigration.
Compare:
You buy your neighbor's picnic table. Or, without your neighbor knowledge and agreement, you simply move it into your own backyard.
One fulfills the requirements of our laws - the other clearly does not. We are not permitted to simply remove a neighbor's picnic table to my property and claim it as my own.

Sounds like being in the sun is damaging your brain. Why do you think we have judges and lawyers? To interpret the law in the context of other laws and to seek the common good, I believe. Fairness and justice are something that law seeks to embody, so you cant simply dismiss them.
An ordinance about municipal identification cards for all city residents, is not a whole scale endorsement of illegal immigration. It is simply a city trying to work out the best way possible, given the federal government hand wringing and colusion around immigration, to provide a safer environment for all its residents of New Haven.
I take exception to the fear tactics of some people. The United States, and our own state of Connecticut, has a long history of anti-immigrant fevor. The No Nothing Party and their supporters were responsible for some horrific crimes against people. Some of the victims were probably our ancestors, assuming you are not a pure native American.
The Law is the Law mentality you seem to advocate, provides no room for interpretation, no room for mercy. That mentality can lead to destruction.
In Victor Hugo's work, Les Miserables, Jean Valjean did not take the life of Inspector Javert when he had a chance. Javert, who had pursued Valjean relentlessly for stealing bread to feed his family, alittle later in the story, allows Valjean to go free. (Valjean had reformed his life, assuming a new identity, he had become a productive member of society.) Inspector Javert's system collapsed, black and white, the law is the law. He could not understand mercy, pardon, and redemption, and with that he committed suicide.
There is something wrong with a way of living when we fail to see the need for mercy. Is not the law to protect people from excesses? Excessive penalty, hardship, and to protect life? Is not the law to embody fairness and justice?
Thank you the lawyers, judges, and others who follow a tradition of law based on the common good for all and mercy. The municipal identification cards are a good thing on so many levels and stand solidly in our best legal tradition.

Hello my name is Bill Farrel from SCtIR.
I am writing today in response to Alderman Shah and the Mayor's remarks. In lieu of a solid argument the "Left" as usual muddy the waters by bringing specious race based accusations.
In reference to the "Hate based flyers" I've read these "Controversial" documents, and the Mayor and the Alderman are playing fast and loose with the truth when they refer to them in this manner.
At the end of his laughable press conference, the Mayor expressed an interest in debating someone from our group. We certainly welcome the opportunity to do so! In fact, Jerry Kristafer from WELI said he'd be happy to both host and moderate such a debate for the entire three hours of his AM radio show on 960 WELI. Certainly the Mayor wouldn't be afraid of such a debate? With such 'Neaderthals' as ourselves and Destefano being so sure of his position on the I.D.; surely we would be easily dispatched! And finally, we are going to post the documents referred to by the Mayor at his press conference on our website. We invite all to view them and come to their own conclusions. Simply GOOGLE SCTIR. The media and our political opponents seem intent on hiding these documents from public view as they know that the documents would support our argument and expose them as liars.

Like all of us, you are within your rights to stand on the rooftop and yell out whatever crazy ideas you may have, thus you are certainly within your rights to call the federal government to report on your neighbors.
However, I am particularly surprised by your apparent desire to play such a role. I would have thought that within your vast historical knowledge there would be an understanding of COINTELPRO and similar attacks launched by both federal and state government on the backs of those speaking out for the oppressed. Here in New Haven, and across the country, the systematic police surveillance and use of paid informants to create internal organizational strife within the Panthers and other more "mainstream" activist groups had tragic consequences. The history of citizens reporting on their neighbors is not a proud one in this country and one that has consistently led to the undermining of social justice.
Further, I don't know how you personally would identify which of your neighbors is undocumented. Do you plan to ask them? Are you going to assume that everyone with brown skin is undocumented? Will you be engaging in racial profiling? These all seem to be contrary to everything you typically stand for on this site.
That people from countries whose economies and politics have been effected dramatically by the US believe they must immigrate here to feed their families or to escape political persecution, whether those countries are Mexico, Haiti, Guatemala, Liberia, or El Salvador, again should not be surprising given your apparent world view. I am truly interested in why you have so dramatically changed your stripes on this one issue.

Bill I went to your site...I started to read it and got a very sick feeling it kind of reminded me of a white supremacies site. I have friends on both sides of the line. And I understand and agree with both sides. So when it comes to that you have to go to what does your humanity say is right.
And I am made at everyone that keeps referring to this as a Mexican thing! Almost everyone that I know in this situation are NOT Mexican. So how is this conspiracy with the Mexicans?? I know people from South America and Haiti.

You and Ted do more harm to your side than help it. So keep yapping, keep trying to shout over people in press conferences, keep distributing your hate-filled propaganda, and keep making everyone else look reasonable and level headed.
I gained a few pounds, so at the bars I stand next to my buddy who is really big, that way I look skinny to the women. The same can be said for you and your group. Come on out, stand on the front steps of city hall, you will make these appreciative, hardworking, family oriented immigrants look great. You will also shame your ancestors.

I think you will find that many labor unions (SEIU, HERE, etc.) are really pushing for immigration reform which would create a path to citizenship because the ability to organize this labor force is fundamental to ensuring that it is not used by corporations to undercut labor rights here.
I don't find this offensive to African-Americans because I think that oppressed groups need to stick together and not be used to tear each other down.
Your point about the serious problems particularly in LA regarding criminal gangs is interesting but not particularly relevant to a community which has seen no such activity. To paint an entire ethnic group as a result of the actions of criminals (many of whom are US citizens) is so out of bounds that I don't know how to react.
As to whether Vincente Fox once said something that could be interpreted as racist and thus we should not support immigrants, I gotta believe you would not want to be judged by either the words or actions of President Bush. Has the average Iraqi now living as a refugee heard from you or me about the devastation unleashed for a lie on their people by the president of our country. I have no idea whether some Mexican Americans have spoken out about Fox's comments, and I doubt whether you do either. I do know that plenty of Latino activists (see Cesar Chavez or Raul Yzaguirre) have spoken of their solidarity with African-Americans.
As to whether or not American banks have been complicit in the exploitation of people of color here in the US or in the Third World, both today and throughout history, of course they have been. But if the city is trying to cut crime by getting immigrants to use banks instead of holding large sums of cash, then what does this have at all to do with this history of exploitation.
And of course you know that there are hundreds of monuments to the klan and the confederacy throughout the US. The simple fact that a postage stamp was racist does not really have anything to do with immigrants in New Haven. Any more than these racist monuments erected by governments in this country speak for you or for me.

I have two admissions to make, and though it may get me into trouble, I think it is important to establish certain facts before I apply for my New Haven ID card:
1) I have crossed the US border at Tijuana carrying more than my legal allotment of tequila.
2) My family immigrated to this country under false -- and therefore illegal -- pretenses, including claiming family members who were not actually related and entering the US through Canada. Having known some of them, I am certain that they would also have happily burrowed under fences or swum rivers to enter this country illegally. If they hadn't had to cross the Atlantic a hundred years ago, that is.
Good American citizens are made, not born. The question is, can the ID card program help make good citizens? Because it's going to take a whole lot of good citizen activism to re-balance our economy to protect the kind of jobs THREEFIFTHS is worried about.

Pickels, you cant be serious? Canada is to the North and the border is just as porous if not more so. The millenium bomber got through the Northern border. This joker with TB who was actively being sought after got through the Northern border.
The only racism that exists in the desire to control the borders is in the heads of people like you who I am sure blame every single thing in life on racism.
Ever hear of the boy who cried wolf? Keep saying stupid things like "if Sweeden was our neighbor this wouldnt be happening" and genuine racial discrimination will be ignored.
