The Best of Town And Gown Honored

Picture%20542.jpgOne of these three men gave out awards Wednesday. The other two were honored. Can you guess which two? (Hint: look for the flowers.)

Wednesday was Elm-Ivy day, the day each spring when Yale invites civic leaders to lunch at Woolsey Hall’s second-floor President’s Room to bestow “Elm” and “Ivy” awards — and pin carnations — on gownies and townies who make a difference in New Haven.

Some 80 business, political, government, and charity-sector leaders filled 10 tables and applauded the 10 honorees. The winners included Rafael Ramos (at left in top photo) and law professor Harlan Dalton (at right). Their praises were detailed by, among others, Yale Assistant Vice-President (and new Chamber of Commerce board chief) Michael Morand, who is standing between them.

Ramos’s accomplishments may be familiar to Independent readers, between his work as deputy chief housing inspector for the city and organizer of the Fair Haven-based community theater troupe, Bregamos.

Sgt%20Duff%20Award.jpgThe same holds for recent “cop of the week” Sgt. Anthony Duff (pictured). The Arkansas-born Yalie settled in town after graduation and became a model community policing manager.

Katrina%20Clark%20award.jpgKatrina Clark (pictured) was honored for her work building a model neighborhood health clinic over the years, the 35-year-old Fair Haven Community Health Center. (Click here to read more about that.) Another group was honored for its health-care work in Fair Haven: the medical students who launched Haven Free Clinic, aimed largely at serving immigrants.

Other winners Wednesday included Shirley Neighbors, Jennifer McTiernan H., Wayne McCrae, Lois Sadler, and Diana Mosca. Read all about the winners’ good works in these remarks Morand and other presenters read at the ceremony.

Alexander%20and%20Levin.jpg“We are indeed one community,” Yale President Rick Levin (at right in photo, huddling with Yale Vice-President Bruce Alexander). He said the awards reflect how “we have achieved and can achieve a great deal as neighbors when we work together in trust.”

Levin spoke of how Yale has built 1.5 million square feet of new buildings since he became president in 1993 and renovated three times that much space. “We will continue at or even more” than that pace, he said — bringing not just jobs, but tax bucks to New Haven. New Haven received $9 million a year in state payments in lieu of taxes on Yale property when the building boom started, he said; today the figure is $33 million.

Levin has been an outstanding Yale president and relations between Yale and the community have never been so good. It's the best town/gown partnership New Haven has ever seen and that's probably the principal reason New Haven is on the upswing. But the money we get from the state for Yale properties is small compared to what we would get if such properties were on the tax rolls. And basically the state can give us whatever they want each year. And also the monies paid to the city for Yale properties come from tax dollars we ourselves pay to the state. Levin is a good man and Yale is a good institution but this is not fair to drowning New Haven taxpayers.
In the long term, this arrangement threatens the very survival of New Haven and Yale.

Rafael Ramos gets an award? For what? Running an ineffective agency that can't return a phone call? Give me a break.

where the heck does Levin get off (and how do we continue to let him) take credit for money the city gets from Connecticut taxpayers in lieu of the taxes Yale doesn't pay? How is that something Levin claims is a patronage relationship twixt gown and town? That's some specious, indeed ridiculous, logic.

Somewhat_disgruntled: if you look at the text for the awards, you'll see that Rafael Ramos was honored mainly for his work with Bregamos Theater, a wonderful community installation that deals with thought-provoking and timely issues, as well as with Junta for Progressive Action. With all of the time and energy he invests to both, I think the recognition is very much merited. While I can't speak to his effectiveness as a housing officer, he has always seemed to me very dedicated to his job and to his community.
