Local elected officials and civic leaders will commemorate the spirit of African ancestors at the annual Juneteenth prayer, Tuesday at 5:30 p.m. on the steps of City Hall… The legislature and the guv may have reached a budget deal, the Courant reports here… Meanwhile, Gov.
