Thank you for your work, thank you that someone cares to investigate this rise in infant mortality rate in one of the riches states in the country.
The bigger answers, poverty, racism, and the break down of the family.
Another answer, children are having children. When I see a young mother strolling through my neighborhood at 10PM with her infant or toddler, I got to wonder, what the hell is she thinking? I can not imagine the difficulty in being a young mother, probably single, and not wanting to give up "the fun things" young people do. Hanging and partying with friends. But hey, you got a baby, your whole life is (should be) directed to the child's wellbeing. Staying home, caring for your infant, is not appealing. It is a lack of maturity.

Racism????
There you lost me! The next time YOU see a racist who causes the death of an infant (directly or indirectly), you make sure you call the cops, DCF, the prosecutor office ... and a few more, or face charges yourself!
The "Racism cause of all evil" is one of the worst enemies of our communities leading us right down the path of stagnation, inaction and excuses. You just conveniently did not - or forgot to - mention drug abuse, alcohol abuse, malnutrition related to the above as well as misinformation or lack of education for the soon to be parent! Etc... etc...
Just how did you arrive at racism??? This is as bizarre and irrational an argument as this one ..... From another fuzzy thinker who wanted to run for Alderperson, (Barbara Flair). Here...
