True “Dropout Factories”?

A Johns Hopkins study shows three New Haven high schools — Hillhouse, Cross, and Common Ground — qualifying as “drop-out factories,” meaning at least 40 percent of freshmen don’t graduate there. Common Ground Principal Oliver Barton said that when you count the students who transfer out of Common Ground, but graduate elsewhere, “less than 5 percent” turn out to be drop-outs.
