Detective Pleads Not Guilty

City Detective Clarence Willoughby, accused of pocketing thousands of dollars in police department money, pleaded not guilty in court Wednesday morning.

Willoughby, a 24-year veteran of the force, was arraigned in New Haven Superior Court on charges of larceny and forgery.

The detective filed for retirement shortly before turning himself over to police on Feb. 6.

His arrest was the result of an internal audit into informant funds. Police Chief Cisco Ortiz is recommending termination. The Board of Police Commissioners is set to determine Willoughby’s fate at a termination hearing Thursday night.
