City Hall wants citizens to act as spies — on City Hall.
The goal: to make city government work better.
Mayoral aide Emily Byrne (pictured) unveiled the spy program — code-named “Mystery Shopper Program” — at a press briefing Wednesday afternoon
Byrne is asking citizen to volunteer to spend a year filing legitimate inquiries and complaints through the new 311 program about city services, from snow plowing to leaf pick-ups; then track how government employees respond. Byrne will choose 25-50 residents to participate in the program and then train them. City department heads and other employees will have no idea who the “mystery shoppers” are as they interact with the general public over the 311 system.

Note: All citizens can use 311 to file complaints. This program involves monitoring the progress of a group of active users of the system over a year to evaluate the response of city officials.

Now this I like. I know there are going to question it but we are already doing it when we complain about our complaints any way. kudos
I got a commpaint I put in for my job stilllllllll waiting flooded street ARGONNE ST> is a dang river all they do is vacume the water out. Not unclog it so how much is it costing the city to go and do that vacume everytime it rains when they can just unclog it and not have to come back for years not to mention the risk managment factor in it... the street freezes over and people are breaking through it into 1 foot of water.... and I still have gotten no fix in two years!
ok sorry a little heated on that one... But in the area where I live I do have to say the city has and is coming through for us and to them I give a big BRAVO

I thought this 311 thing was going to be a waste of time and expense, but I've been won over. I gave Alderman Lemar a hard time for pushing so hard for this, but he, Emily Byrne, the IT people and Rob Smuts deserve a lot of credit for pulling this together. Kudos guys, sorry for being such a doubter on this!

Smoking mirrors and a pet project for an aide with not much else to do.
These aides have far too much time on their hands. How about properly managing department heads and holding them accountable for certain deliverables each year or periods as established by the mayor.
There are already enough mechanisms in place to track responsiveness.

Hey, cedarhill, I lived on Argonne St 20 yrs ago. It flooded then, but at least when I called they actually did clean out all the basins and fixed the problem. But now I could be the poster boy for the mystery shopper thing. I've been laughed at when I called to get recycling on my block, I've been told by a dispatcher that the pd doesn't respond to dog attacks after business hours, and the dog wardens apparently never check their machine, which is all you're ever going to reach. Unfortunately, I think outta-order is right. If the city really wants to demonstrate responsiveness, they don't need a phony feel-good program to do it. The nature of political reality is to overpromise and underperform. When the voters start getting angry, promise change. You've been hearing it from presidential candidates about the war and the economy. At the local level that means city services.

Outta-order your Outta-order Every thing I go to this woman is there from morning to night she is working. She definitely has exceeded the normal 9-5 job. I think while the program is just at its starting stage this is a great way to help it get off on a good foot

Cedar Hill,
I am sure this aide works hard...on busy work! She's probably brilliant also. My point is this - when you have bright people like this around, give them something substantive to do.
Last time I checked there were city people who were charged with doing the same thing, albeit under a less sexy moniker.
I just feel bad for the citizen recruits and the department heads who actually work hard. There are some!
What exactly is 25-50 citizens representative of? There are over 120,000 people in the city with various gripes. Let's not play games.
