Willoughby Arrested

A sense of deja vu hit police headquarters Wednesday, as another longtime detective has been arrested on corruption charges — and a fight has begun over whether he can retire or whether officials will fire him first.
The detective this time is Clarence Willoughby (at left in photo), a 24-year veteran of the force.
Police arrested him late Wednesday for allegedly pocketing money from the department’s confidential informant fund. Willoughby turned himself in for the arrest at 5 p.m. He was charged with four counts of larceny in second degree, a felony; four counts of forgery in the second degree; and two counts of false statement second degree.
Ortiz said Willoughby pocketed “several thousand dollars” in informant money in four incidents spanning from 2003 to 2007.
Willoughby was released after posting $10,000 bail. He denied the charges through his attorney, at a press conference Wednesday night at attorney Michael Dolan’s office.
Willoughby didn’t speak at the press conference. Dolan (at right in above photo) did. He called the charges “baseless.”
“We’re relieved that he’s going to have an opportunity now to face these charges. We’ve been in the dark as to what exactly has been alleged,” Dolan said.
Willoughby was relaxed at the press conference, laughing with reporters and with supporters such as Newhallville Alderman Charles Blango.
Earlier, at a 7 p.m. press conference at 1 Union Ave., Chief Francisco Ortiz (at left in photo) said an internal affairs investigation discovered that Willoughby misappropriated confidential informant funds and forged official police and public documents.
Ortiz placed Willoughby on unpaid leave and is recommending that the Board of Police Commissioners fire him. The board meets next on Tuesday.
Willoughby, meanwhile, put in papers to retire earlier Wednesday before turning himself in.
Asked why his client put in for retirement if he’s innocent, attorney Dolan replied, “The climate that has been created down at the p.d. has just made the ability to return to the job just not practical right now.”
The ensuing battle over whether the city can fire him mirrors a similar battle that followed the arrests last year of veteran Lt. Billy White and Det. Justen Kasperzyk. The FBI arrested them in a n FBI probe of bribery and theft in the department’s now-disbanded narcotics division.
The Willoughby arrest was unrelated to that ongoing FBI probe. Instead it was part of an ongoing probe by the police department’s internal affairs unit in conjunction with the New Haven State’s Attorney’s office into the detective division’s confidential informant fund.
That probe began in April, according to Ortiz. The department froze the fund; it has been used only once.
The arrest warrants are sealed, which often happens during ongoing investigations.
Willoughby is scheduled to appear in court on Feb. 20.

Did you say in your last post that the charges on this cop was drop? You need to read and get your facts straight before you open your mouth. I told you if the charges was drop this paper would have print it, But since you are pro law and you just love these crooked cops, maybe you should pay his and the others pensions who also will soon be retiring!!! P.S. I wonder were the 10,000
came from to post bail?

Bet he gets three months and we'll get to pay him a large pension, compliments of the review board where taxpayers are always hosed.

People who work in national security are subjected to random and regular polygraph tests to see if they have been disclosing national security information. We need to institute this for all of the officers, detectives etc at NHPD to see if they have been involved with corruption. With the string of incidents in the past few years at NHPD, I fear that the good cops will be lumped in with the bad ones. We can no longer claim its just a few bad apples since we have moved BEYOND JUST A FEW. Lets do regular polygraphs to clear the good cops and move forward with confidence. Lets clear house now so we can move forward with a restored sense of honor at NHPD.

I heard it was around 25,000. This is so sad.
Gary you are right...is there not some kind of agreement the city can make with the union to stop this sort of thing. We should not have to pay all this money out. They said the first thing he did was put in for retirement before he turn himself in... Billy white did the same thing. That should be covered under any future contract with the police Union.

I am shocked and outraged by the actions of these few, I don't condone nor do I stand beside crooked cops.
I would like to share a story, in 1994, a close family member was the victim of a violent crime, and detectives Breland And Willoughby were assigned to the case. They were so professional and understanding, nothing you write can tarnish those images my family and I have of these fine officers.
I have great respect for the work they have done, and I am sad to hear of this,, my thoughts and prayers to the Willoughby family. Since your also so high on the integrity of this on-line paper, where is the fairness, I didn't rear the arrest of the armed felon from County St, but that other rag ( Register ), reported it. Come to think about it I have never seen a postive report from Paul Bass and Co., of the men and woman in blue, true heroes.

Because if you did you would have seen like my self and others have that Mr. Bass and company have a colum for Hero cops of the week!! and do talk about the good cops.Second let me tell you a story in 1989 there was a case call the central park jogger rape case. I know one of the young men who was frame by the police for this crime,He is now out of prison and is still wait for the lawsuit to be settled.You say nothing i write can
tarnish the images of these fine officers, I donot not have to write anything the facts speak for it's self even Ray charles can see that!!!But you still have duck the question so can you please answer this question what paper did you read that said that the charges was drop aganist this officer? Also can you tell me what does a armed felon from county st. have to do with these crooked cops? and by the way if you would read this paper you would see that is has a crime log!!! Last if you feel so good about these cops
than you should go visit or be a pen pal, Me As Far as these crooked cops go i hope when they go to prison that upon taking there first shower that they drop there bar of soap!!!

Wow, where do I start, You were right I just recently began reading this on-line paper and had no idea that there was such a section ( cop of the week ), until Paul e-mailed me and pointed that out ( look forward to reading more of that ). By the way are you some sort of cheerleader for the Independant, put your pom-poms down for a second and soak this in.
My only interaction with detective Willoughby was a positive one, he conforted our family in a time of need and that will not be forgotten, I will be loyal to the end to this man and forever indebted, for his help to my family.
Your comments were extremely offensive and homophobic to say the least. By the way the reason I made the comments of the arrest on County St., was to point out the positve work they do, that never gets mentioned, I guess you couldn't catch the subtlety in that.
Hey is woosterst a friend of your?, or are you one in the same?, just asking.

All of us are not going to feel the same about any individual. That is because we have not all had the same experiences. If you or your child has been set up, lied on, disrespected ,harrassed and brutalized by police officers you are not going to be sympathetic toward them when they are FINALLY made to pay for their sins. Our children are taught to respect the police. How can they when they are reading in the news( seems like every other day recently) about YET ANOTHER corrupt police officer. I say all the time that crime is determined by those who make the laws and if you keep a watchful eye and an open mind you will find that police are good at ENFORCING the law upon others but somehow thinks the law does not apply to them. There are quite a few excellent officers, very honest, ethical and hardworking people who actually entered law enforcement as a means to PROTECT and SERVE our community and then there are those who entereed the field feeling that they are above the law and can hide behind the uniform, badge, chief, fellow officers, states atty, and police commission as they commit crime and when caught (after decades of corruption) they can file for retirment so that those whom they victimized for decades can now pay for them to live comfortably for the rest of their miserable lives. I am not condemning Willoughby and any other officer for they may have done. We all reap what we sow. It may take decades to get the bill but the bill does arrive "payable upon receipt". What is unfortunate is that many have paid for crimes they did not commit due to the unscrupulous behavior of a few corrupt officers and prosecutors who lacked any kind of integrity or conscious. All the good deeds in the world can not give them back what was taken from them.

Willoughby is a great officer, investigator, and detective. Prior to this, his record is impeccable and he is widely respected in the community for their professionalism and integrity. While this case remains PENDING, remember the good service that he has rendered to this community.

heights i do not know him however i had a first hand dealing with these dirty cops back in 1999 my house was raided and nothing was found in it except for 30 one hundred doller bills in one of my suit pockets in a bank envalope that i was saving for a gift for my wife for some reason that money vanished and no one knows were it went. the raid turned out to be the wrong condo it was the door next to mine the city paid for a new door for my place but that was it(wish i hired j.williams) so now you know why i feel the way about this force....
p.s my sons god-father is one of new haven's finest and i still feel this way

Sorry, BIGSPREAD, the NHPD has spent the balance of its credibility budget. Willoughby may certainly be innocent, but I don't know how many people you are going to find that are still willing to offer the benefit of the doubt. And past or ongoing good acts do not excuse, let alone absolve, crimes. Luckily the courts are required to presume innocence until guilt is proven. The citizenry is not bound by the same imperative.

All are not going to feel the same about those that serve us .We are all individuals and each one of our NEW Haven Finest are the same.We are taught to respect obey all of the golden rules rules ,but we are all human and sometimes we as human fail, that a fact. We can talk about what we expect all we want.I do think that the laws should be looked at that when the failure fall upon a person that takes these Jobs that The piper should be paid that if they are proven to be quilty?Am Sure that we know that there are many types of Justice and for different people. Are Ex convict Governor , am not sure is he a felon? was Given Given a job FRESH OUT FRESH OUT of the FEDERAL HOUSE Of DETENTION paid out of tax dollar's FRESH OUT OF LOCK UP
Do he have to compensate the federal Goverment for his stay?My Prayer extend to Detective Willoughby and his beautiful family and pray that he is proven innocent.

I have great respect for a fine police officer and detective such as Willoughby. I will suppot this man until the end. Yes you have some bad cops, but all of this is not over yet. The Chief needs to remember when he was on the BEAT DOWN Crew in Newhallville and he may be the next one on the list. Remember the list goes on and on, and by the way how was his son hired being convicted of a crime.
Officer Willoughby I will support you until the end.
