WPCA Hearing Delayed

nhi-stateofcity%20008.JPGThe prospect of a Board of Aldermen hearing regarding the Water Pollution Control Authority’s debt collection practices hit a roadblock.

Aldermanic President Carl Goldfield (pictured) and Westville Alderwoman Ina Silverman had submitted a proposal to hold hearings into the issue. But opposition from some aldermen at Monday’s night’s board meeting meant the proposal wouldn’t receive unanimous approval. Several aldermen said they colleagues wanted to be briefed first by WPCA officials before voting to hold full-fledged hearings.

The mayor made no specific reference to the foreclosure crisis in his 15th State of the City address to a packed aldermanic chamber, which opened the evening’s meeting.

Since it became an independent agency in 2005, the WPCA has filed for foreclosure on the homes of more than 130 customers who owed as little as $793 in unpaid sewer bills. It’s seeking to improve a 92 percent collection rate.

“I’m not sure why we’re having a briefing first,” Goldfield said. “I mean when there’s a pressing issue with public works or some other matter, we have a hearing right away. We don’t have a briefing first. And in this case, yes, with all this stuff going on, I wanted to get going.” Nevertheless, he bowed to the brief-first, hearings-to-follow approach, which, he said, had been advocated by Alders Jackie James and Michael Smart, among others.

IMG_3584.JPGAlderwoman James said she wanted a briefing to understand the issues clearly before hearings. “We are a board collectively,” she said, “and two members should not just announce to the media that we’re having hearings. We need to understand all the processes of the WPCA first, in detail, clearly, not vaguely. We need to make sure we’re educated on this before a public hearing. Many of my constituents are affected by this issue, and they’re going to call me, not Carl Goldfield.”

Following board procedure, the issue was assigned to an aldermanic committee, in this instance the City Services and Environmental Policy Committee, for scheduling. That committee is chaired by Fair Haven Alderwoman Erin Sturgis-Pascale. Both the briefing of the alders by WPCA officials and the hearings that presumably will follow, Goldfield said, will be open to the public.

Good for Alds James and Smart. It's about time that someone stood up to the Mayor and the Board President. This process they tried to use is typical of this administration, having press conferences on state legislation without state legislators, announcing hearings by a select few alds.

James and Smart allowed their emnity towards Goldfield to get in the way of their constituents interests.
Why should those facing foreclosure wait for the WPCA to reiterate the same things they already said, rather than question the WPCA in a hearing?
Will the voters in James and Smart's wards realize that their Alders would rather fight with the leadership than do the job of protecting homeowners' interests?

The majority of the aldermen made the correct decision by demanding a full and nearly complete investigation into all pertinent facts, before allaying false hopes to citizens.

By "nearly complete investigation" I am making reference to the need for the alders to consult with the corporation council in order to determine the city's authority over state law and policies governing the WPCA.

In 2005, the city sold the WPCA to a private entity in an effort to re balance it's unbalanced budget, thereby, relinquishing all control and responsibility over WPCA matters. In this instance the alders voted to be more responsible and in a better position to be responsive to their constituents, rather than grandstand, as Goldfield and Silverman would have it.

WOW! Are Alders James and Smart only doing this to back their buddy, and fellow Alder (Paolillo), who sits on the WPCA board? Shameful. I don't know about you but my WPCA bill is about $30 a quarter so for someone to owe approx. $798 means they have not been paying for about four years. Not that I think what the WPCA is doing is right but I find James and Smarts actions disgraceful/comical since they are clearly trying to stall the good efforts of Goldfield and Silverman. Can't the WPCA be invited to speak at the public hearing before the public speaks? I believe that has been done before.

You can't judge what someone else owes by your bill. The amount of water "used" that goes thru the sewer is what determines someone's bill. The size of the dwelling, number of occupants, condition of plumbing (leaks etc) are all factors. You are correct that it really has no bearing on the WPCA practices.
