Towing Program Halted

Mayor John DeStefano Friday suspended New Haven’s controversial “Plate Hunter” program, as he moved swiftly to get in front of a brewing favoritism scandal in the towing industry.
DeStefano made the announcement hours after the Independent reported that a politically connected marshal ordered a the GMC Yukon S.U.V. of a politically connected minister, Boise Kimber, released. A city-approved towing company was about to haul Kimber’s vehicle away for $350 in unpaid parking tickets. (Click here for that story.)
Rev. Boise Kimber’s SUV was targeted Wednesday evening as part of the city’s “Plate Hunter” program. Launched in February, the program equips tow trucks with a camera (pictured) and computer that scans cars’ license plates and reports whether the cars’ owners have unpaid parking tickets. If so, the towing company hauls the vehicle away.
DeStefano suspended the Plate Hunter program through April 23 pending a review. The city has been counting on debt-collection measures like the Plate Hunter to help balance the books in a tough budget year.
“We’re so aggressive in doing this stuff. I really want it to be fair,” DeStefano said in an interview Friday afternoon.
“So it’s just really unfair for one group of people to be treated one way, another group another way.”
DeStefano disclosed that the city Friday was also removing York Service Center from its list of towing companies approved for hauling away illegally parked cars. The Independent reported Thursday that the company had an unpaid city tax bill of $4,900.
Kimber Pulls Strings
DeStefano said the incident involving Kimber’s car was one of at least two cases of alleged towing favoritism this week in which the reverend played a role.
In the Wednesday night incident reported by in the Independent, Kimber rushed out of a restaurant as his SUV was being hooked up and complained. State Marshal Peter Criscuolo ordered the car released. The city, which gives marshals like Criscuolo the lucrative work on the Plate Hunter program, issued him a reprimand, but allowed him to keep working.
The other incident occurred Tuesday night in Fair Haven, DeStefano said. He said that a vehicle belonging to city-assisted business owner Marc Suraci was spotted by the Plate Hunter about to be towed for unpaid parking tickets. Then a conference phone call ensued involving the marshal on the scene: Mike DeAngelis; Rev. Kimber; and the city’s tax collector, C.J. Cuticello. The car was released with the promise that Suraci would pay his debt the next day, which he did, according to the mayor.
Both these incidents violate the city’s procedures, DeStefano said. He said he wants the upcoming review of the program to end with all players in the towing business — city employees, marshals, towing operators — being instructed in the rules and signing off on them.
“It’s not clear to me whether this is two incidents or 10 incidents,” DeStefano said. He said he wants to find out.
A city announcement issued Friday quoted city traffic chief Michael Piscitelli describing the scope of the upcoming review: “Over the course of the next week and a half we will review all policies and procedures related to our towing program involving outstanding parking violations, unpaid tax bills and police matters.” “This is an opportunity to consolidate all of our documents and rules into one firm citywide policy that makes it clear to everyone involved that no exceptions are acceptable.”
Two other problems in the towing industry have been the subject of Independent articles recently.
One concerns the addition to the city’s towing list of a “new” towing company based on the same land as an existing company — and run either by the same man, or his wife, depending on whom you ask. (Story here.) DeStefano said he wasn’t clear on the details of that controversy. “I imagine that this might be something we take a look at,” he said.
The other concerns sealed-bid auctions of towed cars abandoned by their owners. (Story here.) That matter is regulated by the state Department of Motor Vehicles, whose chief said he’s investigating.

That is a quick response Mayor, However, a review of an already completed review conducted last year after the incidents of towing on private church property on a Sunday, and where TJ C.J. Cuticello was nearly run over by a irate scofflaw's vehicle, both triggered a review then by Piscitelli. He was the traffic czar at the time and was to have instituted new policies and procedures then.
So what do we call this one a reversed review of the review??
What are you going to do about Kimber's back taxes, his unpaid tickets and his failure to obtain a building permit for the construction of the addition to his church on Brewster street?
Is this favoritism or what? Be consistent.
What are you going to do about State Marshal Peter Criscuolo, who was insubordinate to the order given by Piscitelli. Finally, why should Piscitelli perform the review, he performed the review last year and failed.
Solution:
Bring back Brian McGraft at least when he calls a tow it's a tow and no quarter given.

It's been about ten years since Boise Kimber was bounced from Hazel Street Development Corp after financial misdeeds only to have Paul Bass report, months later, that the DeStefano City Hall was still paying him, no longer through CDBG and the dev corp but by then, wasn't it some kind of special consulting role --- technical assistance to HSDC or something?
How does BK still have this amount of power, that on his word a State Marshall... STATE Marshall ---- you know from the newly depoliticized State Marshall service (the one from which the town Democratic Party chair carries a badge) would order the car released, twice.
Does Mr. Clean elections want clean government?
He must put his faith in Jesus and cut the good Reverand loose. Good move to halt the program, but how did it go bad? Who selected the Marshalls for this lucrative gig?
Why is BK a Fire Commissioner -- who lost his Chairmanship after too many Paul Bass reported antics? Because Mayor DeStefano made him one. Paul, please list for us the DeStefano City Hall mantles that adorn Rev. Boise Kimber.

State Marshals in cahoots with politically connected? No kidding. For example, Criscuolo is one of Destefano's pals - just google him and you'll see it. Criscuolo is Democratic Town Chairman in North Haven .... HA full investigation should take place and the State should get involved.

I read the marshall was only verbally repremanded rather than being terminated doing city business.
I can not imagine him being terminated since he is one of the greatest fundraisers of the mayor.

Does Kimber live in New Haven?
The SUV belongs to his church, First Calvary.
Kimber hasn't had a car in his name in this city for at least a decade, according to the city's online tax rolls. The church, in contrast, has had several cars.

Why does a church or a man of god need to drive a GMC Yukon anyway? Christ walked in sandals, wore simple clothes and most certianly would have paid his parking fines. The man is a charlatan, and the administration appears to have a penchant for corruption.

For what it is worth:
Kimber rushing out & yelling at them isn't really proof of much. Sitting at Lulus on a weekday, seeing all the tow truck action going on, I've seen tons of cars get out of being towed after the truck was ready to go.... mostly just because the drivers didn't want to deal with the guy yelling at them....
Is it politically motivated, or just the usual old thing?

Rev. has been a BMIC (Big Man In City Hall) for many years. He has commandeered great respect from various officeholders right up to the top. Why? It's a puzzlement!
Rev. is uncommonly adroit and has had great staying power. Has he fallen?
Will the Mayor now dump another cooperator and close political friend to protect his Mayoral rear? More to come!
