New Chief To Bloods: Start Packing

James Lewis took the oath as New Haven’s new police chief Monday afternoon, then warned out-of-state recruiters from the Bloods that he intends to drive them from town.
“They need to understand that their time in New Haven will be very short,” Lewis said. “We will respect their constitutional rights… But we will send them out of town. Or we will send them to prison.”
Lewis made the remarks at a press conference immediately after his swearing-in ceremony on the third floor of police headquarters. The Wisconsin resident is expected to stay in New Haven 18 months to finish out the current chief’s term and implement managerial reforms called for in a police experts’ report.
Recruiters from the Bloods gang have reportedly been making headway in recent months in the West River and Dwight neighborhoods recruiting teen members. A dispute between the Bloods and rivals in the Hill neighborhood is believed to have been behind a recent spate of shootings that terrified the city — until gang leaders, fearful about the shootings’ effect on their drug-dealing business, agreed to a truce brokered by the city’s Street Outreach Workers. Holly Wasilewski reported Monday that the truce, brokered last Tuesday, appears to have remained in effect, as streets have remained relatively quiet neighborhoods like the Hill, whose policing she oversees.
Lewis (pictured being pinned with his new chief’s badge) said Monday he didn’t know enough about the details of that truce to comment on it yet.
But he did say he has intends to drive the Bloods from the city with “very aggressive” policing before they get more entrenched.
He plans to do it partly by reviving the department’s narcotics unit, he said. Profits from the drug trade, he noted, are crucial to the gang’s fortunes. The city disbanded the narcotics unit after a federal corruption investigation found members taking bribes and stealing cash.
Lewis has been credited with successfully combating hard-core gangs in one of his previous jobs as chief, in Pomona, California. He cautioned Monday that while he intends to take on the gangs immediately as chief in New Haven, people shouldn’t expect to see “instant results.” “I had one investigation that took a year” involving, among other tactics, the harvesting of wiretapped conversations, he said.
When New Haven instituted community policing in the 1990s, it succeeded in, along with federal agents, dismantling large-scale drug gangs. That happened largely by a retreat from aggressive street tactics against street dealers. The p.d. dismantled a rough gang of officers known as the “Beat Down Posse,” relying instead on intelligence from neighbors who came to trust the cops more.
Neighbor Patrols
At Monday’s press conference Lewis offered a nuanced response when asked about the role of the citizen patrols like the Edgewood Park Defense Patrol and the Guardian Angels.
“As long as what they’re doing is legal and ethical, they have a right to do it,” he said. He promised to keep communication lines open.
At the same time, he said, “”I’d rather they spent that time coaching little league and basketball teams.” He said he hopes that the department is successful enough in combating crime that such groups will no longer feel the need to patrol the streets.
Eliezer Greer, organizer of the Edgewood patrol, attended the swearing-in. He said he likes what he sees so far in the new chief and is optimistic about Lewis’s intention to crack down on crime.
Lewis also reiterated comments made at his coming-out press conference last month (reported here) in which he vowed to embrace the growing movement in New Haven for traffic-calming and safer streets.
Applause broke out before Lewis’s swearing in when Mayor John DeStefano praised Assistant Chief Stephanie Redding (pictured) for doing a good job keeping the department afloat as acting chief.
DeStefano( pictured at the event alongside Police Commission Chair Richard Epstein and Chief Administrative Officer Rob Smuts) called the proposed managerial changes awaiting Lewis’s stewardship “a powerful blueprint for organizational reform and accountability.”
A cake with chocolate-covered strawberries, ordered for the occasion, remained untouched for quite a while after the ceremony as cops, politicians and reporters schmoozed.

The cake was a special from Cavaillere. The Louis was a short cut for Louis Lunch. Meaning were out to lunch with this guy.
The photo op is even more telling. johnny Boy has a smarmy paternal smile that says remember to do exactly what I tell you or else. Epsteins features indicate hes thinking what have we let ourselves in for here. Smutts is in shock and horror as he realizes this guy will now be telling him what to do.
Sliwas petrified in case this guy thinks his red shirts are the bloods.

I don't know about anyone else, but I can't wait to see this guy in action. I'm so glad this guy is from out-of-town. Even more glad that he is coming from the Midwest!
Unfortunately, he's surrounded by a bunch of incompetents. Nice job on the cake.
Please Lewis make some changes.

Good luck to the new chief!
Hope that the PD starts using more unmarked cars to start stopping people for driving over 20mph in school zones, talking on phones (which is worse than drunk driving) and blatantly running lights, even if just to quickly check registrations and licenses and issue verbal warnings.
I would bet that some of the same people that show no respect for our city's children are the same ones carrying illegal weapons and shooting up homes. It might be a good way to catch some of that other stuff -- usually the gang criminals aren't too bright and leave their illegal handguns sitting out underneath the passenger side seat.
Also they might end up stopping a lot of the unregistered and unlicensed drivers, who really have no right to be operating motor vehicles and putting all of our lives at grave risk.
The idea that an unmarked cop is behind you at all times might really put a damper on street crime in general -- not to mention curtailing some of the far more deadly traffic violence.

Fairhavener, easy on the incompetent comments. I'm sure you wouldn't want to be lumped into a particular group of people. Just because YOU don't like a few doesn't give you permission to berate all. Oh, and he WILL make changes. Not just in personnel but the coddling of the people who belong behind bars. Surely, you know a few of them.

I know it has a lot to do with the proper management/leadership. I know my comments are harsh, but I don't mean to knock any hard working men/women out there (I'm sure these people know that). My comments may deceive, but I know there are good folks in the NHPD. I hope Lewis can bring out the best in all of you lazy or not.

I hope Chief Lewis will develop a plan to stem the tide of scooters and motorcycles that speedily noisily and rampantly along the New Haven's public roads, on the sidewalks, and into the parks. Many of the scooters are driven by underage kids. The riders give impression that we live in a lawless city.

Chief is warning the bloods. How about ms 13 located in near by towns. Drug lords, and get rid of sacutary city policy by inforcing our laws, that is the oath he took. Or did he take the Prince John oath. To not inforce that policy.

Let's go chief, get 'em out....but don't stop with the bloods! There are easy ways, with out violating anyone's constitutional rights (as you wisely mentioned), to make life miserable for all the scumbags who ruin this great city.
Let's work on quality of life stuff: loitering, littering, drunkenness, driving, etc - watch how many guns, drugs, and fugitives disappear.
Good luck, New Haven is expecting results immediately.

Our chief is Chief Redding, she is what is good about the NHPD. She is one of us. Let's not forget the job she has done over the past few months - BY HERSELF! She doesn't walk around TELLING everyone what she is going to do...she just does it. We're proud of you Chief.

Hail to Chief Lewis with hopes that while he is looking for Bloods and other gangs and drug dealers that he can also spot the criminals within. I hope it won't take FBI informants to get crooks like Billy White, now inmate # 17507-014 and Justen Kaspercyk inmate # 17509-014 who sucessfully ran a criminal enterprise WITHIN NHPD for decades. Bless the hard working honest officers who proudly wear their uniform and do so with love and compassion for the community they serve.

Is this a pet peeve? Am I the only one?
White and Kasperzyk are constantly referred to as guys who took bribes and stole cash. But they took bribes, stole cash and planted drugs on a suspect.
Which was the most serious of those crimes?
BY FAR, planting the drugs. The violation of an individual trumps the others, but reporters and city officials CONSTANTLY only refer to the others as if they are the only ones, or the only serious ones.
That's seriously wrong. And that the alternative press is doing this with as much gusto as everyone else is really twisted. Quit doing it.

ATTN About ATV's and scooters!!!!!
Police have asked us to do this, for readers who are unaware:
If you see one of these things refueling at a gas station or pulling into a residence after its been speeding down you road or sidewalk, call police right away. they don't want to get into chases with these kids, they want to get them when they stop.
Their parents are nuts and should be forced to do something too -- it is just extremely rediculous parenting to allow these things.
