Perhaps the New Haven Board of Education should partner with local and state agencies and take a proactive stance in addressing these student's issues before they become an incident. Responding to these incidents after the fact with punishment does not/ will not/will never get to the root of the problems: inconsistent and dysfunctional home lives, their peer group and lack of pro-social activities and attitudes/ impulsive behaviors.
Keep doing the same thing and ... expecting the different results?
