LLC is requesting licensed and insured contractors to provide bids for the new construction development located at 15 Stone Street, New Haven for the project known as West Ridge Apartments. The CM & Owner are seeking proposals for all trades. Plans can be viewed in iSqft/ConstructConnect. LULAC Head Start Inc., invites the submission of sealed bids from qualified food service

management companies for the preparation and delivery of meals to its centers. Prospective

bidders must be capable of providing breakfast, lunch, and afternoon (PM) snacks for

approximately 269 children ages 1 – 5, five days a week for 230 days per year. Meals must comply with the U.S. Department of Agriculture (USDA) Child and Adult Care Food Program (CACFP) meal patterns. The contract period will cover Jan 30, 2024 to Jan 29, 2025. 

Bids for the above must be received by 11:00 am on December 22nd, 2023, at LULAC Head Start, Inc., 250 Cedar Street, New Haven, CT 06519, at which time they will be opened to the public, read, and recorded. Each bid must be submitted in triplicate, filled in and properly executed. The bidder must follow all instructions, including those in Section C, Instructions to Bidders.” Failure to do so will be sufficient reason for rejection of the bid. It is strongly recommended that bids be delivered using a registered or certified delivery option so that proof of delivery and time can be tracked.

LEGAL NOTICE INVITATION TO BID: Boys & Girls Clubs of Greater New Haven, NEW HAVEN is requesting licensed and insured general contractor bids for their property located at 253 Columbus Ave. New Haven. 

Scope includes: Installation of steel security fencing including gates and removal of existing fencing. Installation of hardwired burgular alarm system 32 zone main control panel (Gemini), IP camera system – 16 channel Dahwau Network video recorder with 4TB built-in hardrive and built-in POE switches, 13 4MP nightvision fixed with wide angle lenses and 1 32 inch security monitor. Further information and detail of scope will be given at scheduled site visit. GC price should include dumpster and permit feeds.

Davis Bacon wages apply for this project. Submitting contractors are to include sales tax and Davis Bacon wages in Bids. Submitting contractors are to also be aware that Chapters 12 ¼ & 12 ½ of the New Haven Code of Ordinances & Section 3 of the Housing and Community Development Act of 1968, as amended, and associated regulations at 24 CFR Part 75 apply to this project. Refer to project specification & attachments for further information and requirements outlined by the City of New Haven. Bid Documents including Special Notice to Bidders for Community Subcontracting Opportunities, Project Manual, Drawings and Bid Forms will be available beginning Thursday, April 20, 2023 at no cost by downloading from the BuildingConnected FTP system website. The New Haven Parking Authority will receive sealed bids for the Repairs & Improvements at the Temple Medical Parking Garage, NHPA Project #18 – 008, until 3:00 PM local time on Friday, May 12, 2023. All Bids shall be submitted through the BuildingConnected FTP system. Bids may be submitted at any time leading up to the specified due date and time and will remain sealed within the BuildingConnected FTP system until the specified due date and time. The New Haven Parking Authority will be conducting a virtual public bid opening using the Zoom Link provided in the Bid Documents.

At this Zoom bid opening, all bids will be publicly opened and the name of the Bidder and its total Bid Price will be read aloud. Bids received after the time set for the opening will be rejected. 

The work for this project includes, but is not limited to: concrete repairs (including partial/full depth, scaling, overhead, vertical, curbing, rib, CMU/masonry, decorative, and exterior brick repointing), waterproofing (including expansion joint replacement, cracks, control joints, construction joints, and cove joints), replacement of wood bumpers, cleaning of floor drains, miscellaneous coordination, together with all incidental work thereto and in accordance with the Bid Documents. This project is funded by the State through its Department of Economic and Community Development (DECD) and, as such, is subject to certain requirements of the State Grant. 

Bidders will be responsible for the requirements of ALL documents made available and will not be relieved of responsibilities for requirements indicated in any bid documents not downloaded or viewed.

Bidders must submit with their Bid on forms provided a list of their Intended Subcontractors, together with CHRO contract compliance requirements, including: 

  1. the set-aside use of DAS-certified Small Business Enterprises (“SBE”) for a requirement of at least 30% of the Bidder’s entire contract value;
  1. the set-aside use of DAS-certified Minority owned Business Enterprises (“MBE”), Women owned Business Enterprises (“WBE”) and/or Disabled owned Business Enterprises (“DisBE”) for a requirement of at least 25% of the Bidder’s entire contract value. Please note that the MBE, WBE, and/or DisBE are part of the SBE; and
  1. Independent of the SBE/MBE/WBE/DisBE requirements herein, a minimum of 10% of the Bidder’s entire contract value must include businesses having a place of business within the City of New Haven limits.

A satisfactory bid bond executed by the bidder and acceptable surety in an amount not less than five percent (5%) of the total bid shall be submitted with each bid.

Lowest Responsible and Qualified Bidder: As used in this section, lowest responsible and qualified bidder” means the bidder whose bid is the lowest of those bidders possessing the skill, ability and integrity necessary to faithfully perform the work. As a prerequisite, all Bidders must be pre-qualified by DAS. Additionally, all subcontractors with a subcontract value in excess of $500,000 must be pre-qualified by DAS. Should the grantee reject the lowest bidder as not responsible and/or not qualified, the grantee shall immediately notify DECD of the reasons for the rejection and request DECD concurrence. The Commissioner of DECD shall at his/her discretion either approve or deny the grantee’s rejection. The grantee agrees to hold DECD harmless from any and all claims by rejected bidders.

On behalf of the New Haven Union Station Partnership, including the Connecticut Department of Transportation and the City of New Haven, the New Haven Parking Authority (NHPA) is issuing this request for information from interested parties with regard to the potential development of the East and West Lots at New Haven Union Station.

Please visit the New Haven Union Station Partnership website at www.unionstationnewhaven.com for a summary of recent community stakeholder interviews, a slide presentation, a video presentation, and a variety of relevant background documents. 

The next steps will be the issuance of a formal two-part Request for Proposals process: an initial focus on developer interest followed by invitations for detailed proposals from a selected list of responders. This RFP process is anticipated to be released this winter. 

In the meantime, questions and requests for additional information will be accepted on the New Haven Union Station Partnership website for a period of at least 60 days.

The 2022 hurricane season is projected to produce greater than average storm activity and New Haven residents can expect more frequent and heavier flooding, which may lead to impassable roads, power outages, and property damage. To learn how to safely weather a flood, visit here.

It is important to make flood preparations, but also keep in mind that no property is completely safe from flooding. A thirty (30) day public-examination and comment period will begin on Monday, November 1, 2021 and end on November 30, 2021. St. Luke’s Development Corporation is seeking public comment and input on the Draft FY 21 – 22 Application to the Environmental Protection Agency’s Brownfield Clean Up Grant, including the Analysis of Brownfield Grant Alternatives (ABCA), specifically to address the receipt of funding to conduct environmental remediation for the parcels of land at 117 – 125 and 129 Whalley Avenue, New Haven, Connecticut. This grant must be used to carry out cleanup activities on brownfield sites, defined in CERCLA § 101(39) as property, the expansion, redevelopment, or reuse of which may be complicated by the presence or potential presence of hazardous substances, pollutants, contaminants, controlled substances, petroleum or petroleum products, or is mine-scarred land.
