Barely a year since we reported properties on either side of the Third Avenue Bridge approach were purchased for obscene and speculative amounts, three of the lots have had recent plans filed for three 25 story residential towers which, if approved, will bring what appears to be 1,661 market rate units to the area.

The proposed residential segregation of the Hill and the above only serve to further illustrate how these big money developers are sitting like vultures waiting to pounce on the RESIDENTS of these areas. There is no allowance in the Hill to Downtown proposal for middle income residents. There is NO job creation. Office buildings do not provide upwardly mobile sustainable or unionized jobs. The proposed apartments are not designed for families, they are designed for room mates and singles. There is NO affordable housing. Two bedroom apartments in the Novella start at $2700.00 a month!! I would like to find the Hill resident who has the ability to afford that kind of rent!! This is residential segregation!! Those of us who live here are once again frozen out of the process. We live in the Hill. We sustain it. Not Yale, YNHH and certainly not some Stamford developer!! The Hill neighborhood management meeting is scheduled for Tues. Nov. 10th in the cafeteria at Career Hill on Legion Ave. We who live here desperately need to stop this and we need your help!

Where is the report?

The 'new official plan' is shamefully short on specifics. There is nothing here of sufficient firmness for a practitioner to anchor to when attempting to entitle a meaningful future project. As a political instrument it seems to check all the right boxes, but as a practical planning tool it is not relevant.

Judging it as a pure think piece, economic matters seem under represented, as is the development context of major economic engines in med/ed/r&d. Real priorities such as increasing Tweed's capacity, or interconnectivity to the rest of the existing transportation infrastructure, are not mentioned at all. Simultaneously calling for shore resilience while promoting commercial development on Long Wharf is a head-scratcher. Not to mention the inclusion of a Delaney's photo as an exemplar of desired development for Westville Village seems almost callus and is certainly ironic as neither the zoning rules nor the economic fundamentals exist to support its resurrection. Graphically it is crude and hard to take seriously. Overall a very limp effort for a plan mean to light the fires of our collective imaginations and ambitions for our city.

@3/5 Kelo settled the matter at issue in WH. IFJ's desiring a second shot to litigate a case they lost at the highest bar in the land seems more about their ego than the interest of the residents. Fort Trumbull's failure speaks more to a larger negative economic context in CT that Pfizer felt it had to escape a decade ago. Am more concerned about the success or failure of future development due to state policy choices than local ones. Would point to how GE's potential move from CT is playing out for a contemporary example of the Pfizer exodus precedent.

@Adelaide Am not necessarily a fan of the Stamford model being deployed by RMS and others, but a middle-income residential project constructed with all local all unionized labor seems far fetched even with large subsidies. This presents more like Hartford's method, not New Haven's.

Other than that, Renewhavener, what did you think of the plan? More seriously, the relationship between the plan and actual developments is inherently tenuous. The last plan did not contemplate the residential developments going on now, and I suspect the current plan will also have a limited impact. This is not to criticize the folks at City Plan. But the early 20th century vision of the comprehensive plan driving development hasn't been tenable for the better part of a century.

BTW, I think that the Institute for Justice's decision to take on the West Haven case just might have something to do with fund-raising. Even though I think the Supreme Court decided Kelo correctly, there are many people who disagree with me and who would write checks in an effort to limit its scope.

Vision plans are useless, as are zoning maps.
The redesign of Route 34 was to re-connect the neighborhoods.
Do the parking garage and office buildings that empty out at 5 PM re-create a neighborhood?
City officials disclaim responsibility for "who shows up and wants to build".
There is no vision here.
There is not even good faith compliance with the purpose for which federal funds were used.
There are only short term fixes - whether temporary jobs for our chronically unemployed people in the trades or another miniscule addition to the tax base.
Politicians make lousy city planners.
That's why I-95 cuts New Haven off from its waterfront.

They did settled and it is sad.Read Ilya Somin's new book, The Grasping Hand, which offers a painful blow-by-blow account of how good intentions for redevelopment were so badly misdirected that ten years later the seized property remains empty. This is what the people of west haven are afraid of. You take my house and then like New London, They lose out .Also what about people like the The Rodriguez Family of west haven The developer's offer would not allow the Rodriguezes to stay in West Haven. After paying off their mortgages, Janet explains, the family would have just $9,000 to try to make a down payment on another home in the area. As far as Pfizer felt it had to escape a decade ago.B S .What happen the tax subsidies ran out. did you know that Then, in 2010, the Yale Design Workshop, at the request of the city, created plans for a large development that included restaurants, a hotel, offices, art galleries, bicycle lanes, water taxis, a pedestrian bridge to downtown, and more with the use of "private, local, state, and federal funds." The project never came to fruition. Yale had there hands in this. LIke I said New Haven will be next.in line .

Why do you think the the Supreme Court decided Kelo correctly?

Some condo developments downtown would be nice, as it'd be good to have some homeowners in the neighborhood to balance out all the transients. My feeling is that if the City needs to dole out some 10yr tax abatement so to get condo projects rolling, they should do so.

3/5ths, the Supreme Court held decades ago that condemning and razing blighted properties for redevelopment was a "public purpose" and legtimate use of a municipality's eminent domain power. It subsequently held that the redevelopment project area could include some unblighted parcels if the area was predominantly blighted. I understand that many, perhaps most, people think the Court overreached in Kelo. But it was following its own precedent, which I think is generally the right thing.

BTW, you and I have been debating gentrification on the NHI for some time. I would like to (partially) acknowledge the errors of my ways. I was biking past Winchester Lofts last week and noticed a Crossfit Gym is going in across the street. Clearly the gentrification vampires cannot be far behind!

The US Supreme Court decision in the Kelo case was about more than redevelopment and blight.
The mistake was according deference to local approvals, despite public opposition. New London destroyed its neighborhood,and its neighbors, itself. Pfizer did manage to get supporters on the boards and commissions that counted and thus was able to cite local support.
Expanding eminent domain to increase the tax base (the real reason for redevelopment) was likewise accorded a legitimacy that has opened the door to abuse by local politicians all too ready to take generous donations from developers getting bargain parcels.
Curley's Diner in Stamford, Ct was one of the rare defeats for Malloy's Urban Redevelopment Commission, still in business and mired in debt and looking for a government bail out.
Count on New Haven to seize private lands on the same basis long before it will either see an increase in state funds or petition to eliminate tax deductions for wealthy non-profits like Yale and the Hospital.

The provision for property confiscation is applied in eminent domain, which is nothing more than a form of organized theft :I am reading Ilya Somin's new book The Grasping Hand. He said Under the Fifth Amendment, governments may take private property, but only if it is done for "public use" and if the owner is paid just compensation. But what if the government wanted to take your property simply to transfer it to another person or organization because politicians thought you weren't making the best use of it? That is what happened when the New London Development Corporation wanted to seize the homes of Suzette Kelo and several others in 1999.He said.Think about that. A large corporation was going to receive a gigantic gift, but still felt empowered to demand that people whose homes could have been preserved must nevertheless be forced out because, as the president of NLDC put it, their houses looked "ugly and dumb." Thus we see one of the hidden consequences of eminent domain – it engenders a domineering, elitist attitude where the politically powerful think they can ride roughshod over unimportant "little guys" to get what they want, How true. In fact The present court's position opens "Pandora's Box" for unlimited access to private property, just to increase tax revenue.
