Block Grant Pie Shrinks

The mayor released details on how an ever-shrinking pool of federal dollars will be apportioned to city social services agencies, kicking off the annual round of lobbying and appeals.

The pool is filled by four federal programs: Community Development Block Grants, HOME Investment Partnership, Housing Opportunities for Persons with AIDS, and Emergency Solutions Grant federal programs. It comes from the U.S. Department of Housing and Urban Development. The city allocates it. 

On Tuesday, the mayor released his plan for how he thinks the city’s portion for fiscal year 2012-2013 should be divided. The city gets $6,443,460 this year. That’s $422,463 less than last year.

“Over the past two years, New Haven’s total allocation has been reduced by more than $1 million,” read a release from city spokeswoman Elizabeth Benton. “Due to the substantial decrease in funding, the City narrowed its funding priorities for the upcoming fiscal year, focusing on evidence-based youth development activities, job training/employment opportunities, public safety, and neighborhood revitalization.”

In the coming weeks, the Board of Aldermen’s joint Human Services/Community Development Committee will shape the mayor’s proposal through a process of public hearings. Local organizations will plead their cases for a bigger piece of the pie.
