Revised: 2018 – 19 Community Development Block Grants

The Joint Committee on Community Development and Human Services of the New Haven Board of Alders will hold the following public hearings and meetings re:

—From the Mayor Submitting an Order of the New Haven Board of Alders approving the Annual 2018 – 2019 Consolidated Action Plan Statement of Activities and Use of Community Development Block Grant (CDBG), Home Investment Partnership (HOME), Housing Opportunities for Persons With Aids (HOPWA), and Emergency Solutions Grant (ESG) funds to be submitted to the Department of Housing and Urban Development for Federal Financial Assistance for Planning and Community Development Activities under the Provisions Of Title I of the Housing and Community Development Act Of 1974 As Amended, (PL 93 – 383); the Cranston-Gonzalez National Affordable Housing Act of 1990 as Amended (PL 101 – 625); The McKinney-Vento Homeless Assistance Act of 2000 as Amended (PL 106 – 400); The Homeless Emergency Assistance and Rapid Transition to Housing (Hearth) Act Of 2009; and the Aids Housing Opportunity Act (PL 102 – 550); hereafter referred to as Housing And Community Development Program Acts” and for activities to be funded by Program Income and/or Reprogramming Funds from Prior Grant Years.

* Wednesday, February 28 at 6 p.m. in the Alder Chamber of City Hall, 165 Church St.: Overview presentation by Office of Management and Budget.
(Public comment will not be accepted at this meeting — see public hearing dates below).

* Tuesday, March 6 at 6 p.m. in the Alder Chamber of City Hall, 165 Church St.: Public Hearing for CDBG Hardware Agencies (Bricks and Mortar) and Home Investment Partnership (HOME) and City Departments (City Activities).

* Wednesday, March 28 at 6 p.m. in the Alder Chamber of City Hall, 165 Church St.: Public Hearing for CDBG Software Agencies (Public Services) and Emergency Solutions Grant (ESG) and Housing Opportunities for Persons with AIDS (HOPWA).

* Tuesday, April 3 at 6 p.m. in the Alder Chamber of City Hall, 165 Church St.: Deliberations. (Public comment will not be accepted at this meeting — see public hearing dates above).

This process will be conducted in accordance with the city’s Non Profit and Community Organization Application Relief Clause: After an organization has been approved for funding for two consecutive years, it will not be required to testify before the Board of Aldermen for re-approval of funding unless such organization is requesting funding for a new program, is not in good standing programmatically or financially, or a member of the Joint Human Services-Community Development Committee requests to the committee co-chairs that the organization testify.”
