3 Fire Chief Finalists Selected

One finalist oversaw the renovation of firehouses in North Haven — a process underway now in New Haven. Two others have made their mark as public communicators, one of them also as a trainer for handling terrorist or other emergencies.

Mayor Toni Harp is scheduled to interview all three finalists next week, on Aug. 10 & 11, then decide on her choice as New Haven’s next fire chief.

Vincent Landisio

If Vincent Landisio became New Haven fire chief, it would be a return to the city’s department. He was a battalion chief, retiring from the position before heading to North Haven.

He started his career as a firefighter when he was almost done training for one as a teacher — hired when he was four weeks away from a bachelor’s degree in teaching from Southern Connecticut State University. He later got his master’s degree in fire science from the University of New Haven in 2000.

Months after Landisio joined North Haven’s fire team in 2003, he was sworn in as chief on Aug. 1. He grew the city’s department from 29 to 34 firefighters and headed a $9.2 million renovation project of four North Haven firehouses starting in 2013.

John Alston

John Alston has spent his firefighting career in Jersey City, N.J., for more than 30 years. He was promoted from firefighter to public information officer for the department in 1989. He was one of five fire captains promoted to first battalion chief in 2011, overseeing the middle third of the city, including the Holland Tunnel, PATH Rail System, and Ellis Island.

Alston has a degree in communications from Kean University in Union, New Jersey, and is a published author and blogger. After college, he taught public school for two years and used his communications degree to work in television as he waited to hear back from the fire department.

Since 1985, he has served as administrative aide to the department chief, safety officer and fire academy chief in Jersey City. He also has experience in training and consulting, serving as a fire service instructor in areas including emergency response to terrorism and heavy rescue.

James Garrett

James Garrett is currently battalion chief and public information officer for Kansas City Fire Department in Missouri. He earned a degree from the University of Missouri-Kansas City in 1995.

He has been spokesperson for the department through a slew of tragedies, including fatal crashes and fires, carbon monoxide poisonings, and large-scale evacuations.

As in New Haven, Kansas City in 2015 saw a shortage of applications from quality prospective firefighters, especially from racial minorities and women. We’re looking to boost those numbers. What we’re finding is we don’t have enough minorities applying because I don’t think they find it as a viable job option,” Garrett said at the time.

Two-Step Vetting Process

The three finalists emerged from a two-stepping vetting process involving over 40 candidates, according to city Chief Administrative Officer Mike Carter.

Carter said an initial review committee narrowed the list of finalists to 10, then to 8. That committee included Carter, former Fire Chief Allyn Wright, Rabbi Dov Greer, city Controller Daryl Jones, deputy CAO Jennifer Pugh, human resources chief Stephen Librandi, and three fire commissioners: Rev. Eldren Morrison, William Celentano, and Wendy Mongillo. One of the eight was retired New Haven Assistant Fire Chief Anthony Calloway.

Then a four-person team — Carter, city Corporation Counsel John Rose, emergency services chief Rick Fontana, and mayoral Chief of Staff Tomas Reyes — interviewed the applicants and narrowed the list to to the final three three.

That finalist list originally included Ralph Black, a career New Haven firefighter who had been serving as interim chief. Then Black dropped out of contention after a public campaign of opposition from the president of the union. Black has since left the department.

Black was an exception candidate,” Carter said. I will be relying on him” for advice in the future.

When Black dropped out, Harp asked the committee to refill the list to three names.
