Video Captures Cop Slamming Girl To Ground

Police are opening an internal affairs investigation into an arrest of a 15-year-old girl who was knocked to the ground by a cop during the St. Patrick’s Day Parade.

The city issued a statement Wednesday afternoon confirming that it has opened the investigation, and withholding other details, including the name of the officer involved. The investigation began Wednesday after the video was brought to the attention of Assistant Polcie Chief Al Vazquez, according to the statement.

The incident occurred at Buffalo Wild Wings on Church Street during Sunday’s parade.

The 15-year-old girl was inside the restaurant with her twin sister when they ran into an 18-year-old girl with whom she has had an ongoing feud, according to her mother, Valerie Boyd.

The 18-year-old girl has been threatening her daughter since last June, seeking to fight her anytime they encounter each other in public, Boyd said. Boyd said she has visited the police department asking the department for help in protecting her daughter.

Inside Buffalo Wild Wings, the 18-year-old moved to attack her daughter. The daughter called Boyd, then was attacked, and a fight broke out, according to Boyd. Somebody sprayed mace; the manager called the cops.

Cops arrived. According to Boyd, an officer asked Boyd’s granddaughter her name. When she didn’t answer promptly, they escorted her outside.

Out on the sidewalk, when she failed to promptly answer questions, a male officer slammed her to the ground, as captured on the video, Boyd said.

Officers went through her pocketbook and found a knife, Boyd said. Boyd said her daughter told her she carried the knife for protection against the 18-year-old girl, because she was scared for her safety. Boyd said police did not find mace on her daughter.

The girl was arrested and taken to 1 Union Ave. She was charged with carrying a dangerous weapon, third-degree assault, breach of peace, and interfering with an officer.

Her mother came to pick her up; police released her on a promise to appear in court.

Her mom noticed cuts on the girl’s face. There’s no way nobody could [not] have noticed her face,” Boyd said.

She drove with her daughter to Yale-New Haven Hospital’s emergency room. It was crowded, so the mother took the girl to Milford Hospital, where she was treated and released. She has since missed school because of the swelling and cuts on her face and a fractured shoulder, according to Boyd. Boyd posted the picture of the injuries at left on Facebook.

The girl’s grandmother, longtime Hill activist Ann Boyd, decried the police officer’s use of force.

I think that it’s terrible. She’s only 15 years old! She’s no big girl,’ Boyd said. If this is the attitude that he’s going to carry around, and he’s supposed to be protecting the community, he needs to be looked at.”

Police Union President Louis Cavaliere Jr. said the officer, whom he declined to name, took the initiative to notify internal affairs.

He wanted this to be transparent. It’s hard for me to comment on this until the investigation is completed, Cavaliere said. I want to stand behind him obviously. He’s a good officer.”
