P&Z to Discuss Single-Family Homes Becoming Duplexes

The Planning and Zoning (P&Z) Commission will hold a public hearing Thursday to discuss placing a 6-month moratorium on duplexes and multi-family development in the town’s R-1 residential districts.

The hearing will be 7 p.m. at the Canoe Brook Senior Center.

The commission has previously discussed the issue of developers buying single-family homes and replacing them with duplexes, even though they are much larger than neighboring homes. There have been several applications in recent years in the Branford Hills section of town where most of the homes are single-family structures.

At last month’s P&Z meeting, chairman Chuck Andres suggested enacting a six-month moratorium on duplexes and multi-family homes in R-1 zones to give the commission time to discuss and possibly change the regulations. He said it would also allow time to do an inventory of duplexes and discuss what areas of town may be appropriate. There are R-1 areas in the center of town, and much of that area is also classified as a Village District.

The proposed moratorium would have no effect on the recent application for affordable housing in the Pawson Park section of Branford. That area is zoned Residential-3.

Other Business

In other business, the commission unanimously approved several projects last week, including:

—- A request by developer Alex Vigliotti to construct a new second floor at a building he owns at 469 W. Main St. This would provide additional space for expansion of New England Orthotic and Prosthetic Systems, which designs and fabricates prosthetics. The business is currently one of the tenants on the first floor. 

—- A request by Mary Ellen Beaudreault to renovate the interior space of the former Ben and Jerry’s ice cream shop on Main Street across from the Green. She is proposing a 5-room studio for therapeutic massage affiliated with the “Elements Massage” national franchise. She currently owns a studio in Meriden.  It was approved by the Town Center Revitalization Review Board.

—- A new building for boat repair at 14 Tipping Drive in the eastern section of town. The property, which is owned by DVC Enterprises and Dan Cusack, is off School Ground Road near Route 139. 

The commission will resume regular meetings Sept. 1.
