Carol A. Brown, 64

Attorney Carol A. Brown went home peacefully to be with our Lord on Sunday, July, 29, 2012. She leaves to cherish her memory her husband, Reverend Dr. Oscar McLaughlin. Carol was born on September 4, 1947 in New Haven, CT. She was the third of six children born to Lillian O. Brown and the late Francis W. Brown.

Carol opened the Law Office of Carol A. Brown in January, 1989, a legal firm that handled Family Law and Real Estate Development for non-profit corporations. Her firm served as the public liability counsel for the City of New Haven Juvenile Law (delinquency and neglect) civil court and jury litigation. She handled all cases involving disciplinary hearings before the Board of Police Commissioners or the City of New Haven and served as legal counsel for the Chief of Police from 1995 – 1998.
Carol was an associate attorney with Lyons, Tuccio & Temple, Attorneys at Law from 1985 – 1989, handling all aspects of civil litigation for the law firm inclusive of jury and court trials; family members; zoning appeals for the Towns of Ansonia, Derby and Shelton; tax appeals and criminal defense.
Carol clerked to the Honorable Joanne Kulawicz and the Honorable Hugh Curran at the Superior Court of the Judicial District of Ansonia/Milford at Milford, CT from 1984 to 1985. From 1975 to 1984, she was at the United States District Court of Connecticut in New Haven monitoring court statistics for the New Haven, Bridgeport and Hartford courthouses. Her responsibilities included having knowledge of the Federal Rules of Civil and Criminal Procedure. 
Carol attended New Haven Public Schools and graduated from Wilbur Cross High in 1965. She received her Bachelor of Arts Degree in History from Albertus Magnus College in 1981. She received her Juris Doctorate from the University of Connecticut in 1985; was admitted to the Connecticut Bar in 1986 and the Federal Court Bar in 1996. Carol was a member of the Connecticut Bar Association; New Haven County Bar Association; American Bar Association; Planned Parenthood of New Haven Advisory Board; City Spirits Artists Board of Directors; Community Foundation of Greater New Haven Board of Directors-Chairperson of the Personnel and Small Grants Program; Children In Placement Board of Directors and Chairman of the Board of Ethics, City of New Haven.
Carol was a positive role model in her profession and community, demonstrating responsibility, hard work, integrity and concern for all.
Besides her mother and husband she leaves to cherish her memories; Brothers, Frank A. Brown and Thomas D. Brown; Sisters, Lillian O. Cowan, Sally Brown and Diane X Brown-Petteway; Brother-in-Law, Clifton J. Petteway; and a host of nieces, nephews, cousins and friends.
Funeral services to be held at Varick AME Zion Church, 246 Dixwell Avenue on Saturday morning. Viewing hour 9:00AM-10:00AM. Service to be held at 10:00AM. Interment at the Beaverdale Memorial Cemetery.
