Judith Baldwin, 74

Judith Means Baldwin, age 74, succumbed to ovarian cancer (3/5/1939 – 7/3/2013). She was born in Quincy, Mass. Raised in Hull, Mass. She was a long time resident of New Haven, Ct. and more recently of Hamden, CT.

She was preceded in death by her parents Roger and Mary Means, and her brother Roger Means. She was a dedicated and loving mother and grandmother.

Her 4 children, 8 grandchildren and 2 sisters survive her. Devoted sons, Thayer M. Baldwin married to Susan Baldwin and their son Roger. Christopher B. Baldwin married to Miguelina R. Baldwin and their children Jordan & Priscilla. Her loving daughters, Caitlin G. Baldwin married to Rachel A. Greenwald and their children Barrett & Isabella. Jaime B. Saturno (nee Baldwin) married to William Saturno, and their children Cenzo, David & Giancarlo. Supportive sisters Sandra Connelly and Elizabeth Arnualt.

Judith was active in the greater New Haven Community throughout her adult life. She was a prolific and effective community volunteer and her work focused on schools, housing and community services. She was a member of the New Haven 10th Ward Committee. She helped organized the Worthington Hooker school’s Arts Fair. She was a member of the board of Planned Parenthood of Greater New Haven. She was elected to the Board of Alderman for the City of New Haven, being the first woman majority leader. As a member of the Board of Alderman she was most proud of her part in creating the Regional Water Authority, legal changes to zoning laws to allow 6 unrelated persons to live in same home, ushering in access to group home facilities, and chair of the education committee. She worked with Neighborhood Housing Services to New Haven, which helped rehab public housing. She was a founding board member of Community Mediation. She was president and founding member of the greater New Haven Community Loan Fund increasing affordable housing to New Haven. She was a board member, and executive committee member if the Untied Way of the Greater New Haven. She was board member and president of the Greater New Haven Arts Council with involvement in the Audubon Development project. Most recently, she was a founding board member of the East Rock Village/Home Haven Inc.

She was employed with ACES for 20 years. In her role there she created and ran the Regional Council on Education for Employment (RCEE). This was a program that partnered with national corporations to train and prepare women enrolled in public assistance, for entry-level administrative employment. She boasted a greater than 95% placement rate and believes this program helped hundreds of women in New Haven get out of poverty. IBM recognized her nationally for the success of this program.

Memorial service is planned for 11am, August 2nd, at the United Church on the Green. In lieu of flowers Judith and the family ask people to donate to Home Haven Inc. or the United Church on the Green.
