Public-Housing Chief’s Contract Renewed

One of the city’s longest-serving government leaders signed on for three more years, as the housing authority approved a new contract for Executive Director Karen DuBois-Walton.

The Housing Authority of New Haven/Elm City Communities (HANH/ECC) Board of Commissioners unanimously approved her contract at a meeting Tuesday afternoon conducted via the Ring Central video conferencing app.

The contract runs from 2020 to 2023 with salary set at $215,000.

Board members praised DuBois-Walton, who is entering her 14th year overseeing New Haven’s public-housing developments and contracts, as one of the city’s finest organizational leaders.

I still wake up each morning with a passion and desire for what we can do next for our families,” DuBois-Walton told the board.

DuBois-Walton said that her job involves not only providing safe and quality housing for the agency’s 14,000 tenants. Her portfolio also includes helping tenants work toward employment, self-sufficiency and homeownership after struggling with poverty, in some cases for generations.

In a PowerPoint presentation as part of her report to the commissioners preceding the vote (click here to view), Du-Bois Walton cited recent achievements including $650 million in capital improvements to HANH’s properties and a $1 million new lead abatement program. She also cited new programs evolving this week to help address the recent uptick in city shootings by reengaging young people and providing additional security at various HANH properties.

The commissioners’ discussion of the DuBois-Walton contract was held in executive session.

When the commissioners rejoined the public, Commissioner William Kilpatrick thanked DuBois-Walton for her years of leadership. Kilpatrick said he thinks HANH is one of the least understood and appreciated agencies in the city.

HANH Board Chair Erik Clemons took note to give special praise to DuBois-Walton’s salient remarks” on the urgency to address issues of youth dis-engagement and vulnerability to engage in negative behaviors in the wake of the pandemic.

He called a new jobs program, increased police security at several developments, and a series of special community meetings to address these issues, which DuBois-Walton sketched during the meeting, as examples of DuBois-Walton’s trailblazing and nimble leadership.”
