Offtherails: I apologize for my initial blaming this tragedy on the general level of violence, and the anti-incarceration policies advocated by many. Once the cops mentioned he may have been targeted, the possibility of a spurned lover rose to the top of possibilities, given the recent engagement. Clearly, New Haven has got to do a better job of keeping out the criminal MIT element, as well as the Branford thugs such as Annie Le's killer. Seriously, we shall always have crimes of passion, and no police force can prevent them. Otherwise brilliant and super accomplished people, like Lisa Nowak (the adult diaper astronaut), do crazy harmful things because of love, or lust, or obsession.

Kevin Glenn was the "public information officer" under the old North Haven Chief of Police, Thomas McLoughlin.

McLoughlin then promoted his friend Kevin Glenn to chief of police upon his retirement.

Now it appears that Kevin Glenn is still the "public information officer" while being chief, and he "could not be reached for comment".

I think Glenn should be fired.

Was he murdered in New Haven? His death, like all the other deaths in have same address, New Haven!

I guess murderers have to show proof of residency in order to get the credit for dastardly duty. Will a utility bill suffice?

The Yale University newspaper is reporting that Mr. Pan and the victim's fiancee Ms. Perry are friends on Facebook.com which would confirm that there was some sort of previous relationship between the two. It may be that the engagement of Ms. Perry to Mr. Jiang last week was the trigger point for this murder. I don't think this matter will be a mystery much longer.

The train has left the station, long ago, and the current administration is a giant step backwards for safe streets in New Haven. The numbers.....The numbers....speak for themselves. Go to the park on Valley St, near Blake, where one looks up to the face of West Rock, and heaven, with the names of the homicide victims of the past Forty Years. But this administration is historic, special. They went full force, head long, into assumptions about where the majority of the population stands on the use of legally legislated law, being adhered to. And having the police do the job, which would call for more tolerance, and understanding, that the screaming activists, take advantage of, to increase their own power base. APOLOGIZE? Apologize to the all the family members, the fiends, or the dead, for failing them and screwing up their lives, with the PTSD, and the moment their lives were "spun on a dime", the gunshots went through their loved ones. I'm not a cop but isn't it SOP to run someone's plates before approaching them on the off chance that its someone inclined to stick a gun in your face? They were notified about a suspicious man and his vehicle; if they weren't running the plate on the way over, they could have done it as soon as they arrived.

Robn, Kevin Jiang was born in Seattle. But non-citizens with green cards can and do serve in the military.

You suggested that someone is owed an apology. And that someone according to you, is Mayor Elicker. If this tragedy occurred in MA instead of New Haven, then your point would be apropos. However, it didn't, so it isn't!

Kevin's unfortunate death, notwithstanding the prevailing circumstances surrounding it, still add to the number of people killed in the city. So if we exempt Elicker from the shadow of Kevin's death, as you would have us to believe should occur, are you admitting that other deaths should be tethered to him?

If Qinxuan Pan had been a black or Latinx person that the North Haven police had been called about as acting oddly and with a suspicious vehicle they might have run the car's plates and asked to see his ID and run a check on him. I have been in cars in North Haven with black friends and also with Latinx friends and been pulled over for a car that stalled at a traffic light and once for having a temporary cardboard license plate because my actual plate had been stolen for it's registration sticker back when CT used to have those. The No.Haven police ran our plates and asked for our ID. I guess their biases didn't include Asian men as being a possible crime risk. Now they have learned the lesson that if they treated everyone equally, they would have caught this suspect.
Domestic violence and "crimes of passion" are are different in motivation and in prevention techniques from the violence related to crime, drugs and gangs. Just because this violence was different from the type that New Haven struggles with on a regular basis doesn't make it any less tragic or frustrating, and it doesn't lessen the need to address gun violence or crime in the city and in the rest of the state and indeed in the entire country.

We're not talking about fumbling a football; we're talking about a potential psychopath on the loose. And the most statistically likely person to get shot at next is the next cop that tries to engage the POI (if he's indeed the shooter).

I would not be surprised if Mr. Pan is now out of the country. If he had his passport and luggage with him, he could have purchased an international ticket -- perhaps to China where he is originally from -- at one of several nearby airports. The stolen car, which if seen by witnesses to the murder could not be traced to him, is an indication that the crime was planned in advance. He appears to have had a 24-48 hour window to make his getaway after the North Haven police did not take him into custody for questioning on the night of the murder. If two hours had elapsed by the time he arrived at the motel, as reported today, should not the North Haven police have already been aware of the murder 8 miles away?

I feel like this is a good time to point out that under Sen Winfield's police accountability bill its illegal to ask for consent to search motor vehicles.
