New Haven may have to lay off 20 workers and community agencies would lose millions in anti-poverty dollars if President Donald Trump’s newly proposed federal budget passes.
U.S. Sen. Richard Blumenthal joined Mayor Toni Harp to deliver that message Friday morning in a press conference at New Haven’s City Hall. Calling the budget “a betrayal of our American values,” Blumenthal promised to fight proposed cuts, which include elimination of Transportation Investment Generating Economic Recovery (TIGER) and Community Development Block Grant programs that he hailed as vital to the city’s survival.
“For me, this budget is dead on arrival,” he said. “New Haven is not the only affected city, but it is a poster city for how it would disastrously damage communities. It is penny-wise, pound-foolish.”
“It is further evidence the current administration would dismantle a support system upon which New Haven and its residents literally depend,” said Harp. She added that it “would take an untenable human toll.”
That toll, she said, is most visible in the annual $6 million in federal funding that the city receives from the $3 billion Community Development Block Grant program, which funds 20 positions in the city’s government and goes toward subsidized housing, services for the disabled and elderly, anti-blight initiatives and neighborhood revitalization. Without that funding, Harp said, the city may have to eliminate those positions, and will still be left reeling from millions of dollars in cuts to social-assistance organizations like Habitat for Humanity, the Livable City Initiative (LCI), Small Business Service Center (SBSC), Cornell Scott - Hill Health Corporation, Fair Haven Community Health Clinic, Mary Wade Home, Neighborhood Housing Services and more.
“They [proposed cuts] will also likely result in layoffs of city staff to keep the budget balanced, putting even more people in New Haven back on their heels,” said Harp.
During the 2015-16 program year, the city spent around $2.9 million on “CDBG-eligible activities,” according to city Communications Director Laurence Grotheer. Grant funding allowed the city to acquire 81 properties, 26 of which came through foreclosure ($452,328), dispose of 12 properties including five residential structures ($45,000), demolish five structures ($113,493), board up nine properties and maintain another 17 as public space, support farming initiatives in Fair Haven, the Hill, and Newhallville ($30,000 to the New Haven Ecology Initiative), and assist with home ownership. 1. Senator Blumenthal is disengenuous which is kind for being dishonest and lacking integrity.
2. President Trump’s budget is not DOA. It is a blueprint on how he’d like to see the federal budget spent. It is not a final document. Trump is not demanding it be a final budget. It is an opening budget, a template, a plan. It is subject to review, debate, re-allocation and adjudication.
3. The idea that Blumenthal will single-handedly protect New Haven or anything remotely close to that is patently false and totally lacking in any credibility. If Mayor Harp was that concerned, she should have thought twice before shoving the faces of federal officials in the Sanctuary Mud Pie.
4. If Blumenthal wants to do some work on the budget, he should be in DC meeting with his colleagues 5 days a week instead of spending 40% of his time holding press conferences like this, beating his chest and pontificating.
5. Get to DC. Represent us. Quit Talking and start Doing. Don’t misrepresent the facts or the budget process.

@ Noteworthy: This is a Blumenthal promise you can believe because HE can write the check, having married into the Malkin family, owners of Grand Central in NYC and Metro Building in Stamford.

The TIMES reported last year that Blumenthal is worth 86 million…and he cant take it with him so I hope he is generous with us. His spouse’s family also own the Empire State bldg. I will be presenting a 2 million dollar expense needed now to the city on March 21 6PM Hall of Records. The rich must start sharing as I did to avert local catastrophe which costs much more than peaceful solutions. My project will SAVE the city and state and feds $$ in the long run.

“Its almost like…...you didnt” consider someone such as myself - who married someone from a South American country, who came here legally, under the assistance of Rosa Delauro’s office - despite the Democrats clamoring for a “legal process” - which there is, has been, and is literally facilitated by U.S. taxpayer paid staff in Congressional offices, such as Rosa’s on Elm Street.
I lived in South America and was in country over 25 times, speak fluent Spanish and at all times was subject to each and every minute and grand law - no matter what I said, thought, wrote, blogged, emailed, shouted, proferred or pondered. Whether I agreed, disagreed, embraced or resisted it, the law is binding.
Maybe you should try writing “exempt” on your Federal W4, Line 7. After all, if you didn’t vote for President Trump, you should not have to contribute and pay taxes. Then when the letter from the IRS shows up, call them and identify yourself as an “undocumented tax filer” and see what happens. Mention you didn’t vote for Trump at that juncture too.
