Parker Collins Photo City Hall, the public library and all senior centers are closing at noon Friday because of the storm. And the governor said he plans to close highways as early as noon.

The governor announced that he’s declaring a state of emergency for Friday and Saturday. He also asked “all residents to limit nonessential travel.”

Anyone with storm-related emergencies or questions for the city can call the Emergency Operations Center (EOC) at 203-946-8221.

Mayor John DeStefano is still in Ireland, according to his spokeswoman, Anna Mariotti. He went there this week to speak at a National League of Cities conference on immigration. He should return to City Hall on Tuesday, Mariotti said.

All Yale-New Haven Hospital operations are remaining open except for the Urgent Care at Foxon outpost, according to spokesman Mark Dantonio. “The adult and pediatric emergency departments in New Haven and Guilford remain open.”
