The city establishes those zones so neighbors can get a street space near their homes rather than compete with outsiders who gobble up cherished spaces.
The city previously charged $20 a year for permits. It wiped out that fee as of the new fiscal year, which began Friday.
The change comes amid a raging debate about how to reclaim street parking for people who live in city neighborhoods.
