Hookah Club OK’d

Gateway Community College students will soon be able to cross the street and sample cuisine from all over the world as well as a variety of hookah flavors at a newly approved food hall and private club.

The Board of Zoning Appeals Tuesday night unanimously approved business partners Hosam Afifi and Charbel Eid’s request for a special exception to allow the private club to open at 27 Church St. in a central business zone. The food hall and the club will need site plan approval from the City Plan Commission.

The 2,300 square-foot hookah lounge with an open deck for smoking is set to sit on the second floor. The food court — with at least five different cuisines — will take up 6,600 square feet on the first floor.

Afifi and Eid explained the project to the Downtown Wooster Square Community Management Team in late January, and received no major criticism.

Their lawyer, James Perito, gave the zoning board Tuesday night a brief cultural history of smoking hookah, which originated in India and then spread to Iran and Egypt. He called it a social experience” similar to a bar scene here.

The club is to be open to anyone age 18 and over. People will have to purchase membership, which could be short- or long-term. An energy recovery filtration system will filter the smoke out of the air.

Zoning staff recommended two conditions for approval:

• That no entertainment on the outdoor deck be allowed to go past 10 p.m.

• That the hours of operation range from 8 a.m. to 1 a.m.

Perito asked whether the hours of operation could extend to 2 a.m. Friday and Saturday nights into Saturday and Sunday mornings. Zoning commissioners voted to accept that change in condition.
