Malloy Pays, Preacher Plays

Paul Bass File Photos Dan Malloy had a gift for one of Connecticut’s most politically influential and controversial ministers. The minister had a gift for him, too: backing for his gubernatorial candidacy.

Those gifts—a $1,000 charitable contribution and a public endorsement—were exchanged just three days apart, records show.

In his bid for the Democratic nomination governor, which ended in victory this week, Malloy received help from the Rev. Boise Kimber, the pastor of a Dixwell Avenue church. Kimber is a political powerbroker and vote-puller in the city’s African-American community. He has negotiated with an ever-changing line-up of politicians to bring out the black vote in New Haven for more than 20 years.

Kimber said Thursday that he does not know whether he personally solicited the $1,000 donation from Malloy’s political action committee to a statewide Baptist group he runs.

“I haven’t been talking to the press lately about anything. My wife told me to keep my mouth closed,” Kimber said Thursday.

Malloy campaign spokesman Brian Durand said the donation and Kimber’s support had “absolutely” no connection.

A longtime supporter of New Haven Mayor John DeStefano, Kimber switched allegiances this campaign season when he showed early support for Malloy. Kimber said he accompanied Malloy to several events around the state. Malloy said he has accepted Kimber’s support, and has visited Kimber’s church “a couple of times.”

Kimber first publicly backed Malloy on Jan. 9, when he hosted the former Stamford mayor at an event at the First Calvary Baptist Church. At the time Kimber said he was formally endorsing Malloy because “I think he garners the experience of running a city.”

At that rally, Malloy told an Independent reporter that he was not looking for an endorsement yet. He said at that time in his nascent campaign, which was technically in an “exploratory” phase, he could not accept formal endorsements.

Three days later, Malloy issued a show of support for Kimber: a $1,000 donation to the CT State Missionary Baptist Convention, a not-for-profit religious association of which Kimber has been president for the past three years.

SEEC Document The check was written from Malloy’s political action committee, DanPAC, on Jan. 12, according to a filing with the State Elections Enforcement Commission.

Malloy’s PAC also cut an $1,000 check to the Baptist group on April 3, 2009, according to a separate filing.

Malloy spokesman Durand was asked if there’s a connection between Kimber’s support and DanPAC’s contribution to the Baptist group.

“Absolutely not,” he replied in an email Thursday.

“Dan’s PAC had contributed to the CT State Missionary Baptist almost nine months before” the Jan. 9 event at Kimber’s church and “it did so again,” Durand continued. “The PAC is used to support a wide array of organizations and causes Dan believes in.  Some other groups the PAC gave to during that same time period include the United Jewish Federation, NARAL CT, Save the Farm, Disability Law Center Inc, the CT Food Bank, the Urban League of Southern CT, the Connecticut Women’s Education and Legal Fund, Stamford NAACP, and Operation Home for the Holidays.”

Kimber’s endorsement represented a switch in loyalty. In 2006, Kimber backed DeStefano when he ran for governor in a fiercely fought primary against Malloy.

Kimber also supported Ned Lamont that year in his bid for U.S. Senate. This year, Lamont was Malloy’s opponent for the governor’s seat.

Kimber’s support has helped DeStefano win votes in mayoral campaigns dating back to 1989. The alliance has also landed DeStefano in repeated controversies—from a housing scandal that attracted the FBI to City Hall in 1998 (in part related to city loans DeStefano gave to a Kimber-run group), to several cases of alleged racism, political interference and Freedom of Information violations on the fire commission, where DeStefano named Kimber chairman. Kimber’s antics caught the attention of a Supreme Court justice, who cited several of those controversies last year in the high-profile Ricci case about alleged reverse discrimination in the hiring of firefighters. DeStefano testified in court on Kimber’s behalf when the reverend was found guilty of stealing a dead woman’s funeral money.

Kimber was asked Thursday whether he requested the donations from Malloy for his religious group.

“I don’t know,” he replied. “I’m not really talking to the press.”

“They request donations from anybody,” he said of his association. He referred further comment to the association’s chief of staff, David Penn.

Penn said the CT State Missionary Baptist Convention is an association of 70 to 80 black churches across the state. Most of the money the group raises goes to college scholarships for students, he said.

He declined to speak about the contributions from Malloy.

“As a religious organization, we do not comment on donations,” Penn said.

It’s a wash. Any votes that the Reverend brings to the table will be cancelled out by votes lost when people see the Mayor getting in bed with this guy. By the way, it’s OK if it’s just a donation. If the Mayor thinks he’s paying for a pre-need burial service, he might find himself sadly surprised when it comes time to collect.

you all are simpletons if you think quid pro quo plays are limited to low level black minister who ... black votes. here’s a real story NHI: whoever wins in November, follow the benefits that flow to their campaign donors in the ensuing months and years. i’m talking millions now..not this race-baiting garbage involving Boise Kimber.

I got no problem with Malloy donating money to the Convention. They do some decent stuff in their communities.  What I want to know is does Kimber REALLY have the ability to pull votes? Most of the black community ... olerate him. He’s a loud boisterous voice when you need one (if you can afford him.) But otherwise you ignore him.

Why are we still reading stories about him? You are creating his fame. Ignore him and he will go away.

He would not endorse William C. Thompson Jr., the city comptroller and a longtime friend and ally, for mayor, as he had promised Mr. Thompson last spring. Instead, he would endorse Mayor Michael R. Bloomberg.

Mr. Thompson was furious at the betrayal. But what he did not know was that Mr. Bloomberg gave a $1 million donation to the church’s development corporation — roughly 10 percent of its annual budget — with the implicit promise of more to come.

Bloomberg Greases Black Ministers


Rev. Calvin O. Butts III has managed to grab “at least $7 million in city contracts” under Bloomberg for his church and non-profits.

Rev. Floyd H. Flake is awash in millions of dollars—make that $8 million—in city contracts for city services his church provides.

Rev. A.R. Bernard wins the trophy: the Bloomberg administration decided to sell parts of two streets to his Christian Cultural Center.

According to the article, Bloomberg “has deployed an unusual combination of city money, private philanthropy, political appointments and personal attention, creating a web of ties to black clergy members that is virtually unheard of for a white elected official in New York City.”

Malloy won New Haven not because of what B.Kimber did, but for what John DeStefano didn’t do. Endorse MALLOY!! To suggest that the Black Community follows the lead of B.Kimber, is equivalent to suggesting that the white community follows the lead of people like David Duke. There are many in the Black Community that have a great affinity for B.Kimber, similarly, there are many in the Catholic Community that feel the same way towards their Priests (in spite of).

Politics is a numbers game. Who ever acquires the largest plurality, wins. Don’t hold Malloy in disdain for seeking help from people such as B.Kimber, hold him in admiration for not coddling the mayor. We all have done things that we’re not proud of, so to hold B.Kimber culpable for everything that goes wrong in the city, is just flat out wrong. We can’t get to Heaven, unless we forgive!

At some point, I’d love an in-depth background report on the whole history of Kimber, DeStefano, et al.  As a recent transplant, I’m wondering: is Kimber still much of a leader for the under-40 set?  Who are the up and coming young black leaders in town?  Also: if he can be bought with $1000, he’s not as powerful as he thinks he is (see links above to the millions it took for Bloomberg to win over powerful endorsements from clergy in NYC).

The best up and coming candidate that New Haven has to offer absolutely without a doubt goes to GARY HOLDER-WINFIELD!! This is a young man who u definitely need to keep your eye on IF u want to see how politics should be conducted and to see how a GOOD politician works!

The difference between Kimber and others who are involved in politics is, he gets paid. And that, I find to be commendable. This type of individual exist in all political parties, including yours. Dan Malloy would apparently, sell his soul for votes.  This is a bad marriage between Church and State.
I question Malloy’s indifference to our State of Connecticut, massive $3.5 billion budget shortfall, when he closes his eyes, and adds another $6. million dollars, to our deficit, for campaign financing, provided to him by the vote of his big spending, Democratic General Assembly, so he can use taxpayer broke money, instead, of his own money. 

“Malloy fibs in his campaign ads, about his middle class heritage.”  He is well into the multi-millionaires’ category, and he keeps his money, by using taxpayer funds.

Give credit to his Republican opponent, Tom Foley for Governor.  He is using his own money for his election campaign, unlike Malloys’ vivid example of MILKING THE SYSTEM!

Warning: If voters, badly choose, to match up Democrat Dan Malloy, with a reckless spending Democratic, General Assembly, which has already SPENT US BLIND, look for unopposed, huge spending on the horizon. Only Tom Foley, would veto bad bills for our already hurting state taxpayers.

P. S. An old saying goes:  “Those who have it, don’t want to part with it!”  Dan Malloy exemplifies that saying.

This article is downright mean. Let’s take a look at what promises and gifts Lamont, Malloy, McMahon and others actually made to local politicians, priests, rabbis and other players.

Is there some deep and compelling reason to feature Kimber over others?  Articles about him tend to generate this kind emotional outrage—often unfairly directed to the entire black church community. Or is it his past—which was pardoned? Not fair!

I am a Malloy supporter who held my nose as I voted for him.  I think he’ll do the best job as governor but was disappointed in both (1) the affiliations he chose to make in New Haven and (2) the negativity of his campaign.  Luckily, I didn’t have much time to watch TV this campaign season or he may have lost my vote.

I think Malloy made a mistake by buying into the idea that New Haven politics is organized around those who hate the Mayor and those who don’t.  The majority of voters appreciate good policy, reject bad policy and are capable of seeing beyond the politics of personality.  And I think Malloy was lucky that he baited Lamont into going negative.  Lamont went so over the top with retorts that he may have borne the brunt of voters’ rejection of nasty campaigning.

I believe that Malloy won the wards where Boise Kimber, Darnell Goldson and others paid off by the Malloy campaign had influence.  But I believe (and, NHI and others, please correct me if I’m wrong) that he also won wards, like East Rock wards 9 and 10, where those folks have no influence whatsoever.  I hope that that’s a lesson to all candidates to stop treating the voters like idiots and to focus your campaign on your record and smarts.  And when your opponent goes negative, stay positive and continue to tell the voters why you’re the best candidate, not why your opponent is a scumbucket (even if he or she is truly a scumbucket).  Dan, you won because you were the best candidate in the race, not because you jumped into bed with self-described vote-getters like “Reverend” Kimber and Darnell Goldson.  You’ve got limited dollars to spend on this campaign.  Please use them wisely.  We need you in Hartford come January.

While I think the vast majority of NHI readers probably agree with you that, in general, the 2 party system is broken, we don’t let dogma and ideology cloud our thinking. We vote for the candidate we think is the best—of those available—and then deal with the results.


no comment on Malloy vs Lamont/etc—it was a hard election and I was not sure who I was going to vote for up until the last minute.

Dan Malloy was just feeling “charitable” according to Brian Durand?

Is this a sign of all the lies we’ll have to swallow if Malloy wins in November? (btw, as a good Democrat, I’ll be voting for Our Slimeball, an not Their Slime-ball,—and you should too!)

From what I understand Kimber was not tasked to vote pulling. Instead his job was to call black preachers across the state, and to get them to withhold any support of Lamont, (who Malloy suggested might be a racist.)

Finally, no mention of Darnell Goodson getting paid several thousand dollars by Malloy?

@Watchman: Malloy’s no millionaire—he didn’t come from money and has never made money as defined by lower Fairfield County…he’s house rich, and that’s about it. (You’d know if you see the piece of crap car his wife shares with his son—no lie.)

Lots of talk about $1000 to a preacher, but a closer look at what the other candidates have done and are doing would NO DOUBT reveal far, far greater transgressions. Lesser evil, I’m just sayin’.

Just a quick observation on this thread. Until the November elections, you will read tit-for-tat opinions on blogs, the New Haven Independent, Connecticut News Junkie and the like. MOST of these opinions are “plants” by campaign managers and interns. In this case, WATCHMAN seems to endorse Tom Foley without regard to the merits of the article whatsoever. Think critically!

He is attempting to claim credit for the areas Malloy turnout , when nobody listens to him or follows any order from him. Malloy is assembling quite a Tim Burton ensemble from New Haven . H…

Many people were on other candidates payroll. I don’t know if it is true or not that Goldson was personally on Malloy’s, but I do know that Kimber was not. I don’t see you writing comments about Ald Marcus Paca and Democratic Ward Chair Audrey Tyson on Lamont’s payroll. How about Scooping that.

Interesting. Malloy can give $1,000 to Boise Kimbers church. I reckon DeStefano can’t afford that much now he’s paying such high property taxes. This could be a serious problem at the next mayoral election. I assume O’Brien’s still around as he re-assessed the mayor’s house correctly.

The Rev. Al Sharpton finally disagreed with Mayor Bloomberg a week ago on how to change elections in the city. It was a long time coming.

The most prominent African-American voice in New York has a warm and productive relationship with its richest and most powerful white man. They don’t always agree, but they always get along.

On Aug. 7, Sharpton said he would fight any push to make city elections nonpartisan - which Bloomberg hoped to do this fall.

His public stand helped kill the idea. Barely 48 hours later, Bloomberg pulled the plug.

Two years earlier, though, Sharpton stayed mum while Bloomberg rammed through a law to extend term limits so he could run again.

Why?

Perhaps because, as the city was convulsed over term limits, Sharpton’s National Action Network got a $110,000 grant from a brand-new nonprofit funded by Bloomberg.

In fact, on the very day Bloomberg announced he wanted to run again, the first $50,000 of the grant was transferred to the National Action Network.

The details are buried in filings from the Education Equality Project, a group started two months earlier by Sharpton and Bloomberg’s school chancellor, Joel Klein, to close the gap between white and minority students.

The project reported only two cash donations in 2008, gifts of $250,000 each from two anonymous donors.

Bloomberg spokesman Stu Loeser would not discuss specifics, but said the mayor gave money to the education project in 2008 - which means Bloomberg was one of those two donors.

The National Action Network got $50,000 on Oct. 2, 2008, and the remaining $60,000 on Oct. 17, 2008. The Education Equality Project’s tax filing claims there was no conflict of interest in giving money to a group run by one of its own founders: “There is no relationship between the Organization and NAN.”

Sharpton told the Daily News last week the National Action Network never got any of Bloomberg’s money - “not that I know of.”

He insisted he spoke out against Bloomberg changing term limits, though it doesn’t show up in any news clips from the time.

“When the mayor changed term limits, I’ve been on the record against it all along,” Sharpton insisted. “The mayor has no financial arrangements, before or after, with us.”

More to the point, he said the education project’s cash didn’t buy Bloomberg any favors from him - and he ended up quitting the group because he opposed Bloomberg’s successful effort to renew mayoral control of city schools.

Sharpton endorsed the African-American William Thompson against Bloomberg last year but was barely visible. Sharpton denounces the NYPD’s stop-and-frisk program at his Saturday rallies, but not on the steps of City Hall.

Allies of Sharpton say he opposed nonpartisan elections on the merits, fearing it would hurt minority voters and candidates.

Rejecting nonpartisan elections showed Bloomberg that Sharpton can’t be bought.

But taking a dive on term limits showed Bloomberg that Sharpton might be able to be rented.

To the editor of this domain. I have written about the indiscretions of ministers in general and have noticed, that so long as someone is bashing Black Ministers, you’ll post it without any hesitation. But if Rabbis and Priests’ behaviors were analogous, and they are. It wouldn’t be posted. Just like I don’t expect you’ll post this one.
