Solutions Sought To Pandemic Juvenile-Crime Spike

The state is sending New Haven $125,000 to help address spiking juvenile crime amid the Covid-19 pandemic.

A top state criminal-justice official, Marc Pelka, announced the grant during a roundtable Friday afternoon about efforts to address the spike. Gov. Ned Lamont, Waterbury’s mayor and police chief, Project Longevity leaders, and New Haven Police Chief Otoniel Reyes participated in the online discussion.

Pelka said the money to New Haven comes from federal pandemic-relief funds. Waterbury is receiving the same amount. The goal is to use the money to support partnerships community and law enforcement planning,” Pelka said.

He noted that the two cities, which saw violent crime drop precipitously over the decade before the pandemic, are now seeing a return spike afflicting cities nationwide.

New Haven plans to use the money to help Project Longevity — a federal-local law-enforcement intiiative targeting young people most involved in gun violence — tackle unexpected challenges posed by the pandemic in carrying out crucial functions. Those include meeting up with young people most at risk of shooting people or getting shot; referring them to trauma-informed counseling or education work job-training; helping them with security deposits for housing.

Pelka and others spoke of the need to figure out more broadly how to address the increase in youth crime during the pandemic as students are out of school and lacking structure in their lives. Waterbury and New Haven, for instance, have seen more teens committing armed robberies, including many car thefts, along with a spike in shootings.

Reyes described one such harrowing incident to note the deeper challenge facing policymakers.

The incident occurred in New Haven’s Hill neighborhood on the morning of Nov. 18. Officers spotted a stolen 2015 Black Ford Fusion parked, and running, on Greenwood Street. Three people — aged 13, 14, and 15 — were inside. At least one of the teens was asleep.

One of the teens withdrew a gun from his waistband. Another had a loaded gun as well.

Fortunately the officers were able to defuse the situation without anyone getting hurt. (Read about that here.)

It turned out one of the teens had outstanding warrants for stealing other cars and for firearms offenses.

Reyes at presser: Why was no one “missing” teen on crime spree?

In Friday’s discussion, Reyes noted what the teen did not have: Anyone looking out for his well-being. Or even his whereabouts.

We did not have a missing persons report on this juvenile,” Reyes said. He wasn’t home. He was sleeping in a vehicle. He had no support system. Nobody was calling. Nobody was missing this young man.

Why was that? He was falling asleep in a vehicle. He was on a crime spree. What are the underlying issues that need to be addressed that are leading to this individual continuing to steal cars? … Ultimately there will be some kind of tragedy to him or someone else” in the absence of broader solutions.

Pelka said among the broader solutions being discussed is a strengthening of juvenile review boards. An implementation” group chaired by Lamont admninistration officials and New Haven State Rep. Toni Walker are conducting a study of how to do that along with boosting cities’ youth services bureaus, according to Pelka.
