Lemar: Green Lights Are On The Way

Not many people at the state Capitol talked about traffic-light timing at this year’s session. But quietly, legislators took a big step toward calming drivers’ nerves — and clearing the air.

So said New Haven State Rep. Roland Lemar.

As co-chair of the legislature’s Transportation Committee, Lemar helped shepherd to passage a Clean Air Act this session that drew attention for hastening the electrification of CT Transit and school buses, helping people afford to buy e‑bikes, and putting more zero-emission vehicles on the road. 

Those elements drew attention, and debate.

In an interview on WNHH FM’s Dateline New Haven” program, Lemar argued that one of the biggest impacts of the new law will come from a little-noticed, undebated portion: approval of hundreds of millions of dollars” worth of traffic signalization upgrades across the state.

The goal is to enable communities to time lights better so people can drive safely through many at a time rather than continually stopping at red lights every 50 or 60 feet.

This will eliminate a ton of carbon, save people time, and move people more slowly through the roadways, with more pedestrian safety,” Lemar predicted. 

He said transportation-related emissions are the leading indicator for unhealthful air quality days in Connecticut.

I know it’s the least sexy-sounding thing imaginable. But this how we are going to eliminate source pollution on tailpipe emissions and get people more efficiently through” the city.

A lot of work needs to happen first: Trenches dug. Wiring replaced. New sensors installed. Coordinating systems. And, Lemar said, it will be worth it.

One disappointment for Lemar this session: he and other advocates failed to pass approval for the use of traffic-light cameras aimed at catching speeders. That quest has gone on for more than a decade. The proposal has moved from red-light” cameras catching light-runners to speed cameras” recording vehicle miles-per-hour rates. Civil liberties advocates still oppose the bill out of fears of racial targeting or unfair prosecutions; Lemar and other advocates argue the technology has improved and can save lives as car-caused deaths increase.

GOP Challenger Takes 3rd Ride

For the third straight election year, Lemar, a Democrat, faces a challenge this November from Republican Eric Mastroianni Sr.

Mastroianni said during a separate appearance on WNHH FM’s Dateline New Haven” that he’s running to connect everyday people more with their government.

When he knocks on voters’ doors, he said, he discovers that many have never heard of the incumbent.

I would be their representative and their voice in Hartford. I would open resource centers and be their guide and resource,” Mastroianni said.

A New Haven native, Mastroianni served 22 years in active and reserve military duty. He almost lost his life on a mission in the Persian Gulf during the Iraq war, he said. For three years he served as a training officer for the sea cadet program at Ft. Hale Park.

He currently works as an operations trainer for Colony Hardware and runs a private armed security business, he said. I offer jobs to people. I recruit for jobs. I do a lot of charity work.”

Asked how he would differ from Lemar, Mastroianni said he would seek to cut taxes, including the mileage tax. He called for freezing small-business taxes for a year.

Connecticut’s taxed enough,” he said. Small businesses are leaving. Big businesses are leaving.”
