CARES Act Funding Application

Below is a description of the City of New Haven’s CARES Act funding application process.

On March 27, 2020, in response to the Coronavirus/COVID19 pandemic, the Coronavirus Aid, Relief and Economic Security (CARES) Act was signed in to law. The City of New Haven has received three (3) funds through the federal Office of Housing and Urban Development (HUD) in connection with the CARES Act. The allocations received through the 1st Tranche of CARES Act funding include:

• $2,236,393 in CDBG-CV funds,

• $1,137,914 in ESG-CV funds and

• $160,839 in HOPWA-CV funds

The City has also received $1,509,315 through the 2nd Tranche of ESG-CV funding. An additional allocation of CDBG-CV and HOPWA-CV is expected through the 2nd Tranche as well.

Proposals for Use of Funds

To administer its CARES Act funding, the City will be seeking proposals for use of these funds by eligible non-profit agencies and organizations. All projects, programs and activities must directly address needs related to the COVID-19 pandemic. Applications for funding will only be accepted for programs or activities that directly PREVENT, PREPARE FOR, OR RESPOND TO THE CORONAVIRUS PANDEMIC.

Grant Need Categories

The City of New Haven will utilize its CARES Act funding under the CDBG-CV, ESG-CV and HOPWA-CV grant programs to address nine (9) general categories of need. For this application, non-profit agencies may choose from categories 1 – 6 for their application. Need categories include:

• Rapid Re-Housing\Homelessness Prevention (ESG-CV $1,680,371)
• Emergency Shelter Assistance\ Assistance to Unsheltered (ESG-CV $420,093)
• Public Health and Safety (CDBG-CV $250,000)
• Basic Needs (CDBG-CV $360,361 and ESG-CV $357,974)
• Support for At-Risk Populations (CDBG-CV $100,000)
HOPWA-CV $160,839 (TBRA, STRMU, accessing essential services and supplies, etc.)
• Housing Assistance Program\Housing Stabilization (CDBG-CV $802,393 – A separate application for funding will be available through the LCI)
• Economic Resiliency (CDBG-CV $500,000 – A separate application for funding will be available through Economic Development Administration)
• Program Administration\Oversight (CDBG-CV and ESG-CV, for City department use only)

A substantial amendment to the City’s FY 2019 – 20 Annual Action Plan was required to accept these funds. The substantial amendment narrative and detailed descriptions of the City’s plan for the use of CARES Act funding can be found at www.newhavenct.gov under Government\Budgets & Financing\Federal Reports.

CARES Act Funding Application

The City has developed a CARES Act Funding application for qualified non-profit agencies to complete. Please include the required backup documentation if your agency did not apply for Consolidated Plan funding within the last 2 years. Once complete, the application and any necessary backup should be emailed to [email protected] Attn: CARES Act Application.

The application can be found on the City website at www.newhavenct.gov under Government\Budgets & Financing\Federal Reports and on the Home Page under NEWS YOU CAN USE.

Applications for funding will only be accepted for programs or activities that directly PREVENT, PREPARE FOR, OR RESPOND TO THE CORONAVIRUS PANDEMIC.

The application deadline is August 7, 2020 by 5:00 pm.
