Great. How the hell does this happen!?

As I have been saying, not only will it be difficult to keep these folks on the hospital/shelter/prison they are building at Career, this will drive the homes deeper underground, especially with the weather getting better. Like most people, they are not interested in being warehouses in a gym, without amenities or the freedom they are used to. You could use all the doublespeak your want "It is for their own good", but they know better. They know it is to keep them from infecting others.

This will lead to them not even going to the hospitals or getting tested.

This individual did not 'escape' ... he left thru the front door. His quarantine was not secure. He did not nor apparently does not want treatment. And if the city attempts to mandate homeless individual to be quarantined at Career Regional High School ... and they decide they want to leave ... when they walk out they walk right into the Hill neighborhood which already has a dense population of homeless individuals due to the location of the Columbus House ... which we are NOT protesting. They are great neighbors and neighborhood partners. And we love and have compassion for OUR homeless who for the most part ARE Hill residents - they just don't have a house to live in. But we also have individuals who have drug habits and have a home who hang out, we have homeless individuals who have drug habits that hang out with those who have homes. And lets be frank - you cannot look at someone and know who has a home and who does not. So now what ... this sick person is not being treated as a criminal and has a 'BOLO' ... for his health & safety as well as ours. And every white man on the streets - regardless of neighborhood - who looks between the age of 30-50 should be stopped and made to produce ID and have their address verifies. No joke - seriously. But that won't happen because it can be constituted as 'profiling' and stopping white males in East Rock or Westville neighborhoods would produce a public outcry and lawsuits like never before!!! But as many have said we are in a time of extremes and decisions MUST be made for the safety of our residents. BUT THIS HAPPENED IN THE HILL AS WE WHO LIVE IN THE HIML AND OPPOSE THE USE OF CAREER SAID IT WOULD!!! When will officials start to listen to the people who live here ... who know their communities. We need to BE AT THE TABLE WHEN THESE
DECISIONS ARE BEING MADE FOR OUR COMMUNITY!!!! And we will be! But for right now ... let's see what happens next.

Darnell could not have said it better. If I were homeless and positive I would not want to be locked down, especially in a warehouse environment. Payne Whitney gym has been prepared to be used for individuals. So why can't the Yale dorm rooms be made available for the homeless ... decent private quarters ... with bathrooms for showers, beds to sleep in, dining halls to eat in. These rooms can be 'cleaned' after just like Career will be 'cleaned' after. If you lock down people in the auditorium or the gym you are creating an incubator for the virus and a waiting room where people will just have to wait until they get SICK. And then where will they go? Payne Whitney is being prepared for the overflow from the hospital when they run out of beds! And like Darnell said ... they are going underground. This man was picked up 6+ hours later ... he could have been anywhere. Grand Ave Men's overflow shelter, headed to East Rock Park homeless encampment or the Hamden Farmington Canal encampment, or headed to grandmas house in Ansonia. Did he stop by to see his friends on the green? Did he use the bathroom at Atticus? Why did he leave the hospital? Maybe he can share some info or insight as to how we can do this better so it works. But only if someone were to ask him ... if someone were to value what he might have to share.

These are difficult times. It will be difficult to keep infected persons, homeless or not, under quarantine.
Right now there are people with homes as well as homeless people knowingly and unknowingly carrying the virus walking around in every neighborhood. So there is no need to focus on the homeless and stigmatized them!
The person in question was in the hospital, and simply got up and walked out.
The city is on notice that security at the Career site will have to be much tighter than that in the hospital.
This is the dilemma we face as a city and as a nation: how will we deal with infected persons and uninfected persons who refuse to cooperate with medical and civil authorities?
Some have expressed concerns about civil liberties and any abuse of government authority.
Look at China, South Korea, Italy and Spain, and how their governments have responded to the virus. If people in New Haven start dying from coronavirus by the scores daily, extreme measures will have to be taken here to protect the people from exposure to the virus including forced quarentines in homes or government facilities, and fines and arrests for noncompliance to lawful orders.
We all hope and pray that we never see such a day in America, but it becomes a necessity to save lives, it will happen. It will have to happen, even at the expense of our accustomed freedoms.

Some people have expressed alarm about homeless people with the virus confined in a medical shelter in Career School.
The fact is there are people in every neighborhood of New Haven with this virus, including people you know who are your neighbors, friends and relatives.
That is why people have been admonished to stay 6 feet apart and wash your hands.
Don't make the homeless a convenient scapegoat.
Most people in this city are not happy about being confined to their homes, but if it becomes a matter of life, sickness or death, most people would prefer to be confined to their homes, even when the weather warms up, rather than to be confined to a grave in the cemetery!
It could become that serious! We must not become terrified, but we must act responsibly and defensively. We have to face facts about this virus, and the reality that other countries are facing.
Get the facts, and avoid baseless rumors, lies and speculation.

Nice try Thomas A. Paine, but you are not going to denigrate this discussion to a Us vs. the homeless discussion. This is about converting an inappropriate location like a school into a shelter/hospital/prison. It doesn't matter whether the prisoners are homeless or not. Answer the question, why isn't your Great
Leader putting these prisoners at Cross instead?

Oh, and BTW, as you can see from this story, there are two things we learned:1) people who are homeless don't want to be locked up for being sick; and 2) we are importing them from Milford. Why doesn't he remain in Milford? Inquiring minds would lie to know.

Please be advised he was not an arrestee he was NOT being legally detained. Many people choose to leave medical facilities without the recommendation of a doctor thus he DID NOT ESCAPE. The absolute worst case scenario would have been if they caught him ,he refused to go back and then he would have been referred for a psych evaluation ...beyond that we have not taken a GOVERNMENT ENACTMENT that you can detain someone for having this virus especially when they are sending some home and keeping others. There is a certain amount of hype that was added to this piece because he walked out but he had every LEGAL right to do so

The issue with the homeless does deserve attention. Unlike those who are not homeless, if they are told they must stay isolated in quarantine they are more likely to ignore the order. Many have drug habits they have to maintain, and others have mental health issues that drive their response. Tough times require unusual measures to protect the greater good.

@ Thomas Alfred Paine. I stand corrected on my comment about the use of Payne Whitney gym. And I never said sick homeless and healthy homeless be held together ... that would just be dumb!! But how dare you tell me to 'be not concerned about homeless people tested positive going underground'!!! Where do you think the guy that left YNHH was going? To the mall? To Milford hospital??? My community and I have every right to be concerned because it is in the Hill ... my neighborhood where the majority of OUR (yes OUR ... WE house them at Columbus House, WE treat them at APT and Cornell Scott, WE feed and clothe them at Amistad House, so don't even try to accuse us with NIMBYism) ... homeless population resides and will remain rather then voluntarily be tested and if positive be forced (yes ... no choice) to be quarantined at Career! Don't assume that I don't know there are people who are infected walking around in our stores, and people who are not practicing social distancing or washing their hands. Don't assume that I am an alarmist who does not know the facts about the the virus. but don't assume YOU know what is best or even good for MY neighborhood! As for praying - I didn't just start. You don't live in the Hill and not pray! But YOU pray that we all respond appropriately. First, in case the situation is not clear for some. We are not only in a emergency life treating with a invisible very continuous virus, no vaccine or cure. But we are in executive order of emergency to try to avoid full lockdown. It's working? I Guess Not.

Where are those leaders who are the voice for the one whit no voice? What I seeing here are people with no skills to assess and prioritize lives danger, REALISTIC strategies to quickly actions. Harsh pointing finger, and frightening accusations that only prove that they are NOT capable to assess the big picture.

Right now the ones who are in the front : don't have enough personal protection. And soon no enough place where to put sick patients, what is worst now, we are in a such desperate times that the government are asking to all retired people whit any background in the medical field come forward! All these people has families and with no others choice are there.
How many of you are ready to signe in to give nice warm meals or to be in charge of sanitation after homeless people (who doesn't want to be there) take a warm shower in a clean bead ?

So, in conclusion this a new reality. and personally I will look very closely to all those in the Board who voted no to use this facility as a immediate use. For last: "your leader" "this not a hospital " no shit!! captain obvious.

The likelihood is that many people are infected with the virus, but some people have mild symptoms or no symptoms at all. Because testing is so limited, we have no way to know, but scientists are saying up to 80% of us will contact the virus at some point. Our only hope is to delay the exposure to the virus by social distancing six feet away from everyone who isn't a member of our household, and washing our hands and disinfecting things we touch and not touching our faces unless we have washed our hands immediately beforehand. Homeless people with mental health or addiction issues need to be housed and treated. During a pandemic, we have to socially distance them and house and treat them. It will be very difficult for them to stay by choice if they are infected in a detention center if their addiction drives them to search for their drugs or if their mental illness makes being kept in a gym with other people horrible for them. It's very hard to be compassionate during crisis, especially when we are so scared, but the only way to keep our city (including the Hill) safe from community spread, is to house the most vulnerable among us in a secure facility close to the hospital, so that the medical staff isn't spread too thin, they're under tremendous strain already. As long as trained security with protective equipment are on site, it is the safest and most humane way to handle the situation. Otherwise the homeless will just be walking around the city, transmitting the virus without the means to prevent themselves from doing so. And with so many people losing their jobs, many more people will become homeless than before, people who live paycheck to paycheck. Remember, there but for the Grace of God, go I. Do onto others as you would have them do unto you. What would Jesus do? He cleansed the lepers in a time when there was no cure for the disease. So love the downtrodden and ask yourself what can you do to help?

Gotta call BS on this one, IMO our already depleted police department should not be guarding any facility that will be housing quarantined COVID patients, this should be left to the National Guard MP's allowing the police to do their primary duties. This could also open up avenues for the PD to get the PPE that they need to respond to calls for service. Sorry but Reyes needs to do better, nothing worse than an armchair general.

Hill resident: why can't the Yale dorm rooms be made available
Once again, because they are not vacant. Many students are still in residence, and almost all have personal possessions in their suites. Seriously, if this crisis had put you unexpectedly out-of-town, would you be okay with a stranger bunking at your home? When you and others suggest the Yale dorms, you are suggesting the equivalent. Most students left town for spring break, only to be told, unexpectedly, they could not return to New Haven, even to retrieve critical belongings.

Yale has no legal authority to force any of its "community members" into quarantine at Payne Whitney or elsewhere. The gym can only be used on a voluntary confinement basis, with internees free to come and go -- the equivalent of self-isolation at home. And as it stands now, absent some form of an extradition hearing, I am aware of no legal order that can force the "escapee" from the YNHH hospital to return to New Haven for further incarceration.

The larger concern in this situation involving designation of Career HS should be IMO; what damage are we doing to individual liberty in our haste to act and in our fear over the unknown? What are the limits on unilateral executive action that curtails personal liberty and fundamental rights. What does the Mayor have the ability, right and authority to do ... and more importantly, has he exercised those duties and responsibilities properly. In the case of exposing the Hill community to a deadly virus under the most hasty decision process imaginable, without clear understanding and appreciation of the health-safety risks involved, his decision making is rightful challenged. We have no reason to trust that his decision is correct, when so many less intrusive alternatives are available. And if he guesses wrong, it could literally be a matter of life or death to those affected the most. Let's take the time to get it right.

Unilateral Executive action is NEVER a good thing. Regardless of whether the Executive's name is Trump or Elicker. The decision process needs to allow for maximum transparency and public input from those vitally affected. It does not seem that the Mayor followed this principle in imposing the isolation facility upon the Hill residents.

Razzie: On principle, I disagree. There are times when strong, fast action is needed. Naval and military forces are not democracies because they need strong, decisive leadership. Democracy takes too long. Napoleon is to have said he would rather have one bad general than two good generals. "One bad general is worth two good ones."

For me It is very difficult to understand how is possible that in moments of critical actions are in needed to be made to save lives, why, some people choose to focus of challenging few of many privileges we enjoy and proclaim with so much patriotic force and so much acknowledge of their rights and policies..

Personal rights and privacy are in a very fine line when are affecting public health are done.

Everything comes after, are politics and humanitarians dialogues between people obstructing actions of emergency. I'm afraid seeing and hear what happening now, we may end up as other countries in tragic or our more closely neighbor. New York.
