Silvia Di Carlo got lucky Saturday at a foreclosure auction in the Hill.
Di Carlo, who has been hitting auctions looking to develop low-income housing, showed up at the auction for a long-vacant lot at 105 Ward St. hoping to buy the property — hoping that, unlike in most of her recent bids, she would emerge victorious.
A neighbor of the lot, Tasha Snipes, showed up too with a similar idea. But she left before the auction began, deciding that the $14,800 asking price for the land was too high. Another potential bidder, Charles Salters, showed up too late.
So Di Carlo ended up as the only contestant left. Her colleague Jerald Barber placed the winning bid on her behalf, at $14,801 bid. Di Carlo, who moved to the U.S. eight years ago and originally hails from Barranquilla, Colombia, said she plans to turn the lot into residential housing, depending on what New Haven zoning rules allow. She is unsure of whether she will live there or rent to tenants.
Di Carlo said she “seeks to be an innovative renovator of sustainable city living. She previously purchased a property in Bridgeport at auction, and sold it last year.
The city foreclosed on the property for $6,600 in back taxes. It has laid vacant for years. The previous owner, a limited liability corporation called JHA Ward Realty, was affiliated with the Jewish Home for the Aged nursing home across the street and hasn’t filed an annual report with the state for years; the home filed for bankruptcy in 2011 and sold the facility to new owners.

Let's face it, if she has $15K to plunk down on a building lot and "she previously purchased a property in Bridgeport at auction, and sold it last year", she's not planning to live here. She's likely a speculator. Good for her - that's the American way. Bad for New Haven. Bad for New Haven because we need people who will buy and live in New Haven as homeowners, and settle down in New Haven. Home ownership makes for strong neighborhoods and creates a sense of community.
