If the teacher feels a student will be capable of handling the work if they get promoted to the next grade then they should pass as meets standards. If they don't feel the student is capable of handling the next grade's lessons, then they should be held back so they don't struggle next year. Nothing is worse for shaping a child's relationship to school and learning than the inability to handle the work assigned because they don't have the skills yet.
