Don't know all the facts yet but a stronger housing code may have helped. It APPEARS as though the 4th floor was being used as living space. Housing code doesn't require 2 forms of egress. It's not illegal, but it is dangerous. Look at the image below from Google.

Four electric meters, three mailboxes at the back door, fire escape from third floor, nothing visible in rear, Mandy Management.

The city needs to be more diligent about inspecting that housing units meet fire and safety codes with special attention to basement and attic apartments.

So awful. My condolences to her family. I looked at one of the photos in the article- it looked like a Mandy sign on the front. Is this property Mandy-owned?

Of course, the City never inspects the INSIDE of apartment to see how the tenants are keeping the place . It's always a juicier story to go after the landlord. Mandy won't even comment !!!

If you want to blame the city, it's not on the diligence of its employees. It's the tune of the very familiar "New Haven Politics" and its fire department promotions. Victims this time around are:

Fire Marshal position - vacant for over a year, no plans for testing

Supervisor of Fire Investigation position - currently acting as the Assistant Chief of Admin, which has been vacant for almost a year

One inspector/investigator vacancy, not including the inspectors acting in higher roles to try and make up for the vacancies above
