Agreed. And there’s no mystery to this; we know how to do it and are only waiting for the political courage to stand up to the car & parking lobby and create a comprehensive infrastructure instead of the creeping, piecemeal approach we’re using now.

I’ve implied nothing. The details barely matter when week after week, another pedestrian or bike rider is mowed down on our streets.
Some of this may be street design that prioritizes the smooth and rapid flow of traffic over the safety of pedestrians and bike riders.
Some is poorly designed streets that unconsciously lead drivers to speed.
Some is because the crossing lights are too quick for the old, the young, the disabled, or there isn’t a safe place reasonably nearby to cross the street.
Some may be because everyone is paying attention to their cell phone or dashboard electronics.
Some may be because the streets are narrow and not meant to be travelled at more than 25 mph.
Some may be because bushes and trees have been allowed to block the sight lines.
Some may be because we don’t have enough bike lanes or bike left turn boxes.
Some may be because we haven’t taught bike riders the rules of the road, or bike riders ignore the rules, or we haven’t taught vehicle drivers how to behave around bike riders.
Some may be because pedestrians are not looking both ways or are paying attention to their phones or are listening to their earbuds.
Some is because older people don’t give up driving, or their loved ones don’t take away the keys.
Some is because idiots drive while under the influence.
Sometimes it is because the streets are not well lighted at night, and pedestrians and bike riders are wearing dark clothing or non-reflective gear.
And sometimes the vehicle drivers are driving like it is a car chase movie and they don’t care if they die or kill someone.
How many speeders, red light runners, stop sign runners, or right turn on a red when a pedestrian is in the crosswalk have you seen this last week?
How many drivers have you seen not giving the right of way to pedestrians, bike riders or other vehicles?
How many times have you seen drivers behaving badly this week, or have you caught yourself speeding or not paying attention?

Thanks. I don't know that I would self-identify as an 'expert' but I did indeed imply that it was a strong possibility the driver was traveling at an unreasonable speed. Are you seriously rejecting the idea that our streets should be safer? Or are you comfortable with a mistake by a 15 year old being a capital offense?
