The road to the top of East Rock: Let cars roll, again?

Parks commissioners delayed deciding on whether or not to fully reopen the road to the top of East Rock Park to cars — as they weighed the testimony of drivers and those who struggle to walk such a long steep slope alongside that of frequent pedestrians and clean-park proponents.

That question and subsequent debate took center stage Wednesday night during the latest monthly meeting of the Board of Park Commissioners. The meeting took place in-person in the commission’s meeting room at 720 Edgewood Ave.

The five parks commission members present for the meeting debated for roughly an hour the issue of whether or not to reopen to cars the road from the Hamden-side parking lot up to the Soldiers and Sailors Monument at the summit of East Rock Park. They wound up not taking a final vote on Wednesday, pushing their decision out to their next meeting in July instead.

The Elicker administration first closed that road, among other internal East Rock Park roads, near the start of the pandemic in April 2020 in an effort to incentivize outside activity and the safe enjoyment of East Rock Park during quarantine. 

The internal park road closures were amended that December, and then, starting in September 2022, the city reopened the road from the back parking lot to the East Rock summit for cars on Sundays only. That road remains open to pedestrians and cyclists only every other day of the week — as has been the case for over three years.

Now that the Covid pandemic is officially over, parks commissioners grappled on Wednesday with why this one remains, and whether or not it should be a permanent fixture of park life in the city. 

The road in question spans from Holger’s parking lot on Farnam Drive all the way up to the Soldiers and Sailors Monument, the highest point of East Rock Park that overlooks the entire city and a popular destination for residents and tourists alike. On foot, the walk from one point to another is over a mile, and takes almost half an hour.

Commissioner Babb: Is reopening to cars safe?

During Wednesday’s meeting, Parks Commissioner Carl Babb expressed concern about the safety of the road, urging other board members to assess the road’s condition before voting on the issue.

Without an existing concern for the safety of the road, neighbors who pushed for the reopening of the road to cars argued that, by closing the summit road to vehicles six days a week, the park’s access is restricted to those who cannot make it up the top on foot. 

As the road is so long and steep, those with difficulty walking, in wheelchairs or using other assistive devices, or pushing strollers find it very difficult to enjoy all parts of the park, particularly its highest point.

They argued that the park is for everyone, even those who need to drive up to the summit to be able to enjoy its views.

On the other hand, those who use the pedestrian-only stretch road argued that it should remain closed for the sake of maintaining walker and biker safety.

Parks Commission Board Chair David Belowsky expressed concern about people getting hit by cars on the road, especially in such a popular area for walkers. He mentioned the prevalence of erratic driving in New Haven, and the negative consequences that this could have on people walking and driving to East Rock Summit.

People are considering that there are people that walk on the road all of the time now, and want to keep it closed for those who regularly walk there,” said Barbara Sivigny, a member of Friends of East Rock Park.

Another counterargument to the reopening of the road was brought up by Parks Commissioner Hector Torres, who suggested that when the road was fully opened to cars, the park suffered from lots of illegal dumping issues, particularly in the areas near by the road.

There’s dumping all over the park though, not just in the road’s areas,” responded Acting Parks & Public Works Director and Deputy Chief Administrative Officer Rebecca Bombero.

Because of the conflict the debate has caused and the variety of perspectives and stakes in the decision, the parks commissioners moved to push the decision until their next meeting in order to be better informed on both sides of the debate, as well as to have time for discussion with relevant alders.
