Lamont Slams New Haven Marriage Referrals

In the wake of a state-spawned controversy over the reporting of New Haven marriages to federal immigration authorities, Gov. Ned Lamont declared that no bureaucrat” should single out couples for discriminatory treatment because of their race, ethnicity, or nation of origin.

Lamont offered that take during an interview Monday on La Voz Hispana De Connecticut’s K‑Pasa” radio show with host Norma Rodriguez-Reyes.

The governor appeared on Monday’s radio program to talk about the implementation of a statewide clean slate” bill that will clear the criminal records of tens of thousands of Connecticut residents who were convicted of non-violent, low-level felonies or misdemeanors between seven and ten years ago.

Rodriguez-Reyes asked Lamont during the interview about a New Haven-specific story that has spread fear among the city’s immigrant community: That is, the public revelation that Registrar of Vital Statistics Trish Clark reported at least 78 out of 215 marriages in a three-month period as questionable” to federal immigration authorities. The Elicker administration has placed Clark on paid administrative leave as it looks into whether or not her actions violated the mayor’s sanctuary city executive order.

Asked on Monday about this controversy, Lamont said he understands there was a bureaucrat singling out Hispanic people, asking them questions they did not ask other people, that’s wrong. That should not happen in New Haven or anywhere in the state.”

He described Connecticut as welcoming. We love everybody that is coming to our state, regardless of their background. If there are some bureaucrats in state or local government that are singling out Hispanic people for different type of treatment, then that is wrong.” 

Asked if he thinks local vital statistics registrars are well-equipped to detect potential marriage fraud, he replied, What I don’t want them doing is singling out people because of their background or what they look like. I think that is absolutely wrong.”

The Independent followed up with Lamont to ask him about an email from Kate Sehi, a program associate in the state Office of Vital Records, to Clark in February. Sehi wrote that Clark should” report marriages she’s suspicious of, and then provided Clark with the contract information for an immigration officer at the United States Citizenship and Immigration Services (USCIS) agency, which is a division of the federal Department of Homeland Security. A state Department of Public Health (DPH) spokesperson later told the Independent that Sehi’s should” email was not intended as a departmental directive. The Independent also noted that there is no information publicly available to indicate that Clark reported a third of all marriages in a three-month period to federal immigration authorities specifically because the married couples were Hispanic.

So, does Lamont think that local registrars should report questionable” or suspicious” marriages to federal immigration authorities, based on this state employee’s email to Clark?

I certainly don’t think they should based on what they look like,” Lamont repeated.
