Emotionally Disturbed” Man Arrested Outside Lincoln-Bassett

City police arrested an emotionally disturbed” man after he stripped his clothes outside of Lincoln-Bassett Elementary School while in possession of a firearm.

That arrest took place on Wednesday morning, according to a Thursday email press release sent out by New Haven Police Department spokesperson Sgt. Cherelle Carr.

Officers received a report of the man at 9:58 a.m. on Wednesday. Upon arrival, officers found him disoriented and lying naked on the concrete at the entryway of the Newhallville elementary school. Anthony Fulton, described by the police as a Good Samaritan,” was able to disarm the man after he exited a car, removed his clothing, and waved a handgun in the air. There were no injuries, and the gun was given to the officers who arrived on the scene. 

Lincoln-Bassett students and staff were inside at the time and did not witness the incident. The New Haven Fire Department and American Medical Response also responded and later transported the man to Yale New Haven Hospital under a committal for a psychiatric evaluation.

After investigation, officers found that the man was not a legal pistol permit holder, and the gun was reported stolen from Maine. He has been charged with possession of a stolen firearm, criminal possession of a firearm, possession of a weapon on school grounds, reckless endangerment, carrying a pistol without a permit, public indecency, breach of peace, and operating a motor vehicle with a suspended license.

The man was arraigned in court on Thursday, with a court arraigned bond set at $200,000, and he is currently in custody.
