CITY NOTICE—Notice of Decision

In accordance with Article IV section 3 (a) and Article V section 1(d) of the City Charter, 2013 revised, notice is hereby given of the enactment and approval of the following named ordinance:

ZONING ORDINANCE TEXT AMENDMENT TO SECTION 65.E(4) “PARKING PLAN AMENDMENTS TO A PLANNED DEVELOPMENT,”TITLE VI, VOLUME III OF THE CODE OF ORDINANCES ORDER OF THE BOARD OF ALDERMEN APPROVING AMENDMENTS TO TITLE VI, VOLUME III, NEW HAVEN ZONING ORDINANCE, OF THE CODE OF ORDINANCES.


Said ordinance is on file in the City Clerk’s Office, Room 204, Kennedy Mitchell Hall of Records, 200 Orange St., where it may be inspected or copies applied for and reference thereto is hereby made a part of this notice.

The aforementioned ordinance was enacted by the Board of Alders on January 19, 2016 by a vote of 28 ayes and 0 nays . And approved by the Mayor January 28, 2016.

Said ordinance will become operative and in effect on February 3, 2016.

Notice is hereby given that a Primary of the Democratic Party will be held on March 1, 2016 for the election of members of the Town Committee from the political subdivision specified.

Notice is also hereby given that there are no party-endorsed candidates of the Democratic Party for election as Members of the Town Committee.

Notice is also hereby given that the following enrolled members of the Democratic Party have filed petitions in conformity with Sec. 9-406 of the General Statutes as candidates for election to the Town Committee, from the political subdivision specified, and that their names will appear on the ballot label as follows:

A certified list of 12 Republican party-endorsed candidates for the City of New Haven for election as Members of the Town Committee At-Large is on file in my office at 200 Orange St, New Haven, Connecticut and copies are available for public distribution. The number of Town Committee Members to be elected, under party rules, is 60.

A primary will be held March 1, 2016, if 15 candidacies (which is at least 25% of the number of town committee members to be elected by such party in the municipality) are filed in accordance with §9-382 to 9-450 inclusive, of the General Statutes,  by persons other than party-endorsed candidates, not later than 4:00 p.m. of January 27, 2016, provided the number of such candidacies plus the number of endorsed candidates, exceeds the number of town committee members to be elected. (If the number of opposing candidacies filed is reduced to less that such 25%, no primary will be held.)
Petition forms, instructions and information concerning the procedure for filing opposing candidacies, may be obtained from Delores Knight, Republican Registrar of Voters, 200 Orange St, 2nd fl., New Haven, Connecticut.

ORDINANCE AMENDMENT APPROVING THE REALLOCATION OF PREVIOUSLY APPROVED SCHOOL CONSTRUCTION PROGRAM FUNDING FROM MULTIPLE ACCOUNTS TO THE NEW HAVEN ACADEMY, HELENE GRANT AND HELENE GRANT ADMINISTRATIVE OFFICE PROJECTS IN THE TOTAL AMOUNT OF $3,665,000 BY THE CITY OF NEW HAVEN ACTING FOR AND ON BEHALF OF THE NEW HAVEN BOARD OF EDUCATION

Said ordinance is on file in the City Clerk’s Office, Room 204, Kennedy Mitchell Hall of Records, 200 Orange St., where it may be inspected or copies applied for and reference thereto is hereby made a part of this notice.

The aforementioned ordinance was enacted by the Board of Alders on January 4, 2016 by a vote of 26 ayes and 0 nays . And approved by the Mayor January 8, 2016.

Said ordinance will become operative and in effect on January 13, 2016.

1.ORDINANCE AMENDMENT TO APPROPRIATING ORDINANCE # 1 AUTHORIZING BUDGET TRANSFER #131-16-1 TRANSFERRING FUNDS IN THE AMOUNT OF $3,584,025 FROM DEBT SERVICE (DEPT 600) TO THE MEDICAL BENEFITS ACCOUNT (1-805-8510-51809) FOR PAYMENT TO THE MEDICAL SELF INSURANCE FUND TO ELIMINATE A NEGATIVE FUND BALANCE THAT EXISTS AS OF 6-30-15


2. ORDINANCE OF THE BOARD OF ALDERS OF THE CITY OF NEW HAVEN AUTHORIZING THE MAYOR OF THE CITY OF NEW HAVEN TO TRANSFER $100,000 FROM THE WORKERS COMPENSATION FUND (1-805-8530-59933) TO THE DEPARTMENT OF POLICE SERVICE (1-201-2040-50130) TO PROVIDE OVERTIME TO CONDUCT A SUMMER ANTI-VIOLENCE INITIATIVE IN ALL TEN DISTRICTS.


3. ORDINANCE AMENDMENT PURSUANT TO ARTICLE 8 OF THE CHARTER AND SECTION 2-386 OF THE CODE OF GENERAL ORDINANCES ELIMINATING NEGATIVE LINE ITEM BALANCES FOR THE FISCAL YEAR ENDING 6-30-15


Said ordinances are on file in the City Clerk’s Office, Room 204, Kennedy Mitchell Hall of Records, 200 Orange St., where they may be inspected or copies applied for and reference thereto is hereby made a part of this notice.

The aforementioned ordinances were enacted by the Board of Alders on December 21, 2015, by a vote of 26 ayes and 0 nays . And approved by the Mayor January 5, 2016.

Said ordinances will become operative and in effect on January 7, 2016.
